New Executive Advisors Appointed at GovTech Tokyo
GovTech Tokyo has made significant strides toward realizing its vision of transforming administration through technology. Their mission, to revamp public services and governance from the capital city, is propelled by a meticulously planned mid-term management strategy. With the release of their progress report, “Integrated Annual Report 2025,” the organization has set a clear path for future endeavors.
In a bid to elevate their initiatives further, GovTech Tokyo has announced the appointment of
Takashi Asanuma and
Haruyuki Seki as executive advisors. Both bring advanced expertise, technical proficiency, and considerable experience in their respective fields, which will greatly benefit the foundation’s objectives.
Profiles of the New Advisors
Takashi Asanuma
Asanuma has a rich background in product development and design thinking, acquired through years of work in major corporations. He later served as Chief Digital Officer (CDO) and Digital Supervisor at the Digital Agency, where he championed initiatives like the establishment of national digital infrastructure and the enhancement of the My Number portal. His leadership in developing a large-scale administrative organization has equipped him with insights into public-private partnerships and diverse talent utilization.
Asanuma will focus on advising the foundation primarily on digital public infrastructure and service design. His wealth of knowledge in creating user-centric policies and services will be invaluable as GovTech Tokyo aims to elevate the standard of administrative operations through advanced digital solutions.
Haruyuki Seki
Seki is the founding director of Code for Japan, an organization that has been pivotal in building a collaborative framework among government entities, citizens, and businesses within Japan’s civic tech landscape. He has been instrumental in launching the Tokyo COVID-19 response site and has consistently led efforts to make administrative services open-source, thus fostering a collaborative environment where solutions can be shared and reused across society. His extensive experience in developing public-private collaboration projects will significantly enhance GovTech Tokyo's push towards establishing digital public assets.
In his advisory role, Seki will provide insight particularly within the digital public assets domain, aiding the foundation in its mission to refine and enhance the quality of public services through technological innovation.
The Executive Advisor Initiative
To attain the in-house development capabilities laid out in the mid-term management plan, GovTech Tokyo introduced the “Governance Tokyo Executive Advisor” program in May 2025. This initiative allows the organization to leverage external expertise and insights for the development and delivery of local applications and in-house products. Currently, the program includes five advisors, with Asanuma and Seki being the latest additions.
This strategic move signals GovTech Tokyo's commitment to not only enhancing the technical skills of its teams but also creatively approaching public service innovation.
