Innovating Integrity: Global Anti-Corruption Training Harnesses AI Technologies
The world is witnessing a technological revolution, and the fight against corruption is no exception. On October 22, 2025, representatives from 22 anti-corruption agencies (ACAs) spanning 16 jurisdictions came together to complete an innovative Professional Development Programme on Empowering Integrity Mastering Artificial Intelligence (AI) Technologies in Anti-Corruption. This 10-day training course was meticulously organized by the Independent Commission Against Corruption (ICAC), in collaboration with the Hong Kong International Academy Against Corruption, the United Nations Office on Drugs and Crime (UNODC), and its Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network).
The program aimed to provide an international platform for collaboration and sharing of technological innovation aimed at advancing the global cause of anti-corruption. Recognizing the shifts in how corruption manifests today, ICAC Commissioner Woo Ying-ming emphasized the need for graft fighters to leverage advanced solutions, stating, "Technology is a game-changer. Corruption today is no longer confined to traditional methods. Graft fighters need to equip ourselves with advanced solutions to fight technology crimes."
Participants from across the globe, including nations such as Azerbaijan, India, South Africa, and Thailand, engaged in valuable exchanges on how to utilize various technologies effectively in their jurisdictions. This diverse mix of attendees not only enhanced their knowledge but also fostered international networks aimed at tackling corruption collaboratively.
One of the significant highlights of the course was a thorough presentation on how various technologies, including AI and digital tools, can be employed to combat corruption efficiently. Rositsa Zaharieva, Coordinator of the GlobE Network at UNODC, noted that the course exemplified ICAC's effective use of technology to boost public confidence while tackling corruption. She expressed her hope that this training would inspire participants to adopt technological solutions in their own anti-corruption efforts.
Participants were exposed to practical applications of technology through comprehensive sessions led by ICAC's experts, who showcased tools such as facial recognition technology, AI-powered summarization, instant transcript generation, and covert surveillance techniques. These insights significantly enhanced understanding on harnessing technology for investigations, evidence gathering, and overall operation efficiency.
In addition, the program included a four-day study tour to Wuhan, where participants explored influential tech enterprises and robotics innovation centers. Under the guidance of Deputy Commissioner Ricky Yau Shu-chun, 31 participants interacted with tech company representatives to learn about significant trends in the AI, robotics, and new energy sectors that could bolster graft-fighting efforts.
To deepen the learning experience, local and international law enforcement professionals and technology experts were also invited to provide in-depth analyses on the practical implementations of these advancements in combating crime. The inclusion of experts from INTERPOL and notable local agencies, such as the Hong Kong Police Force, ensured a comprehensive understanding of the subject matter.
Furthermore, presentations from representatives of leading firms, including the cryptocurrency platform Binance and local AI enterprise SenseTime Group, provided insights into the role of cryptocurrencies, cutting-edge technologies in video image analysis, and the current landscape of AI advancements.
The ICAC, having recognized the paramount importance of this training, mobilized its technology experts and intelligence analysts to ensure participants had firsthand knowledge from those at the forefront of anti-corruption techniques. By elevating the discussion around integrating technology into anti-corruption work, this program has set a significant precedent for international collaboration in the sector.
Post-training, participants are encouraged to take the insights and innovations acquired back home, with the collective ambition of developing strategies to erode corruption through technological advancements. With the successful completion of this pioneering program, organizations globally are being called to collaborate further, effectively leveraging technology as a formidable ally in the relentless fight against corruption.
