On February 6, 2026, Michael A. Cacciotti was officially sworn in as the new Chair of the South Coast Air Quality Management District (AQMD) Governing Board. This pivotal appointment marks a new chapter in the ongoing battle for cleaner air in Southern California. Alongside him, Highland Councilmember Larry McCallon was appointed as Vice Chair, bringing a wealth of local leadership experience to the position.

Both Cacciotti and McCallon held their inaugural meeting today, setting the stage for their leadership in addressing vital air quality challenges. Cacciotti has been a member of the Governing Board since 2008 and currently serves on the South Pasadena City Council. His extensive background includes nearly 20 years as a Deputy Attorney General with the California Department of Justice, equipping him with the skills necessary to navigate the complexities of environmental policy.

In his acceptance speech, Cacciotti emphasized the importance of tackling air quality issues: “Air quality remains one of the most urgent and complex challenges facing our region. Joining the board in this session was Dr. Cedric James Rutland, MD, added to the team following his appointment by Governor Gavin Newsom in November 2025. An impressive figure in the medical field, Dr. Rutland is a triple board-certified physician specializing in internal medicine, pulmonary diseases, and critical care medicine. As the Medical Director and CEO of West Coast Lung – Rutland Medical Group, he brings significant clinical expertise and a focus on health equity. Additionally, he operates a global platform, The Health Exchange Podcast, which connects various stakeholders in health care and public health.

Cacciotti’s team will also benefit from the ongoing experience of Riverside County Supervisor V. Manuel Perez, who has been reappointed to the Governing Board. A veteran in public service, Perez has been a member of the Riverside County Board of Supervisors since 2017. His previous terms in the California State Assembly add further depth and insight to the Board's deliberations on air quality.

The South Coast AQMD plays a crucial role as the regulatory authority overseeing air quality across Los Angeles, Orange, Riverside, and San Bernardino counties, including the Coachella Valley. The Board typically convenes on the first Friday of each month to adopt policies and regulations aimed at improving air quality within this expansive area.
