Children's Workshop in Arakawa Ward
On August 25th, a significant event took place in Arakawa Ward, Tokyo, Japan, as a workshop aimed at shaping the future of the community gathered the voices of its younger residents. The
Arakawa Ward Basic Plan Development initiative organized a workshop specifically for children, focusing on how local opinions can influence urban development. This event underscored the importance of community engagement in future planning and development.
Workshop Overview
The workshop targeted three defined age groups: those over 18, ages 16 to 30, and finally, elementary school students in the 5th and 6th grades along with middle school students. On this occasion, the focus was on young residents, particularly 5th and 6th graders and middle school students who currently live in the ward.
Nine students participated in the workshop, where they were divided into two teams to discuss two critical themes pertaining to the future of Arakawa Ward. The atmosphere in the room was initially tense, but participants gradually warmed up as they engaged in expressing their thoughts. Notable attendees included
Gaku Takiguchi, the mayor of Arakawa Ward, who encouraged the children by actively participating in the discussions.
Discussion Themes
The workshop was structured around two pivotal themes:

Favorite and Disappointing Aspects of Arakawa Ward

Team A highlighted several positive attributes such as the well-equipped libraries, supportive community members during challenging times, and the overall quietness of the area. However, they also pointed out things they wish were better, including the heat of the playground equipment and the lack of buses.

Team B shared their appreciation for the abundance of parks and books, local amusement parks, festivals, and friendly people. Conversely, they expressed disappointment over the scarcity of sports facilities and the difficulty for cyclists to navigate the area.

A Vision for the Future of the Community

Team A envisioned a community where everyone can live comfortably, parks that host fireworks displays, and aspirations for locally grown vegetables.

Team B desired a neighborhood that is accessible for both children and the elderly, an increase in playground equipment, and more comic books available at the libraries.
At the conclusion of the workshop, Mayor Takiguchi expressed gratitude to all participants. He stated, “Thank you for your hard work today. Your candid opinions are incredibly valuable. We aim to build a warm Arakawa Ward and would love to hear more diverse thoughts moving forward.”

Yuzuka Kazusaki, a 6th grader from Team A, shared, “I came to the workshop with my friends. I hope Arakawa Ward remains a beautiful place in the future.” Meanwhile,
Mei Kuyama, a 6th grader from Team B, noted her previous positive experience at another workshop, stating, “I was inspired to join again this year. It was great to think about Arakawa's future and areas for improvement.”
The Arakawa Ward Basic Plan
This children’s workshop is part of a broader initiative to update the
Basic Plan for Arakawa Ward, which is set to guide its policies and vision up to the year 2040. With the current plan nearing its two-decade mark since establishment, the ward is committed to ensuring the new plan is reflective of contemporary needs through extensive community involvement. Input from workshops like this one is crucial in capturing diverse opinions and ensuring all voices are heard in the planning process. The aim is to adapt the plan for a new era, encapsulating a forward-thinking viewpoint while remaining rooted in community values.
Through such initiatives, Arakawa Ward not only empowers its young citizens but also paves the way for a collaborative future that resonates with the aspirations and concerns of its community.
