Meguro Ward boasts a relatively low overall vacancy rate, and the management of existing empty properties has been progressing smoothly. However, there is an urgent need to address the multi-faceted issues arising from what is termed the 'urban empty house problem.' These complex scenarios have raised concerns about a potential rise in the number of vacant properties in the future.
To effectively support residents and property owners dealing with these challenges, the Empty House Management Center plans to leverage the expertise gained from its experience with the Tokyo One-Stop Empty House Consultation Window. This partnership is dedicated to providing tailored, one-stop assistance to individuals based on their specific situations regarding property management, utilization, and inheritance strategies.

About the Empty House Management Center
Founded in July 2013, the Empty House Management Center serves as a comprehensive consultation hub aimed at resolving various issues related to empty houses. Its mission is to eliminate the social problem of abandoned properties, and it has responded to over 16,200 inquiries concerning empty houses to date.
The Center offers management services for empty houses alongside its consultation services across 699 municipalities (as of February 2026) in cooperation with various national partners. In April 2024, the Center will begin operating the Tokyo One-Stop Empty House Consultation Window, further enhancing its collaborative efforts with 25 municipalities.
With a team of specialized staff knowledgeable in empty house issues, the Center provides a supportive consultation environment that connects clients with real estate agents, demolition companies, renovation businesses, legal professionals, and tax advisors. The goal is to minimize the clients' burden, anxiety, and distrust often associated with property management.
Additionally, the Center engages in initiatives to prevent the emergence of empty houses and encourages their effective use through seminars and events aimed at raising awareness. It also offers free consultations regarding inheritance, sales, rentals, and property management.
