Lessons from China's Development Journey for the Global South’s Progress

In a recent speech at the Global South Modernization Forum in Beijing, Koh King Kee, president of the Centre for New Inclusive Asia, laid out the significant development milestones achieved by China and highlighted valuable lessons applicable to the Global South. Over 800 million individuals have emerged from extreme poverty within the last four decades, indicating a remarkable shift that has accounted for approximately 70% of the worldwide decline in poverty during this period. By 2020, China had successfully eradicated extreme poverty even ahead of the United Nations' 2030 Sustainable Development Goals deadline, a feat that demands attention and analysis.

This unprecedented achievement, however, didn't emerge overnight. It is essential to understand the complexities and challenges embedded in China's journey towards poverty alleviation. The initiation of poverty alleviation programs dates back to the late 1970s when China embraced the reform and opening-up policies. This pivotal phase marked the beginning of experiments in economic reform, allowing the country to test various strategies even when the outcomes remained uncertain. An emphasis on learning, admitting failures, and recalibrating strategies became the cornerstone of China's successful approach, encapsulated in the adage, 'crossing the river by feeling the stones'.

Central to China's success are four foundational elements. The first is a robust political commitment at every administrative level. Poverty alleviation was prioritized as a fundamental development strategy rather than a mere slogan, establishing clear targets and timelines that held officials accountable. This comprehensive political framework contrasts sharply with the challenges faced by many developing nations that struggle to sustain such initiatives amidst frequent electoral cycles.

Secondly, the focus on enhancing people’s livelihoods has been paramount. Instead of treating GDP growth as the sole target, China considers essential services such as infrastructure, education, healthcare, and social protection as integral components of societal progress. Investments in these sectors have created the necessary conditions for economic mobility and improved living standards.

The third critical aspect of China’s approach is the localized testing of policies prior to their broad implementation. This methodology allows for experimental adaptation, ensuring that successful practices in one region can migrate to others, tailored to specific local contexts. Such strategic pilots help avoid widespread failures and promote innovation within communities.

Lastly, the synergy between governmental directives and market mechanisms has been crucial. While the state provided resources and set developmental priorities, private sectors and civil societies also played pivotal roles in poverty alleviation efforts. Initiatives such as e-commerce have uplifted rural producers, while microfinance programs have empowered small business entrepreneurs, reinforcing the communal approach to tackling poverty.

An illustrative case of effective poverty alleviation is found in Nujiang, a region notorious for its challenging economic conditions in Southwest China's Yunnan province. Historically isolated, Nujiang has evidently transformed through targeted poverty alleviation programs that relocated vulnerable populations from hazardous living conditions into safe settlements with accessibility to critical services. Initiatives that fostered sustainable agricultural practices, such as walnut cultivation and beekeeping, alongside tourism initiatives, have produced sustainable economic opportunities and skills development for residents, showcasing the impact of precise and empathetic policy interventions.

Although China has made substantial progress in overcoming extreme poverty, its developmental journey continues with a focus on common prosperity. This next stage prioritizes mitigating inequality to ensure equitable benefits from economic growth. Common prosperity advocates for inclusive opportunities, emphasizing that disparities must be addressed to promote a harmonious society where every individual, regardless of their background, has access to the benefits of growth.

China's experience provides vital lessons for the Global South. Political will remains a critical requirement for transformation, accompanied by an inclusive growth strategy that safeguards the vulnerable populace. Addressing poverty is not only a financial issue but also a matter of dignity. Joint efforts and cooperation among nations are essential to navigate climate challenges and technological disparities. As poverty remains a pressing concern for nearly 700 million people globally, collaborative frameworks such as the Belt and Road Initiative can pave the path towards shared development goals. The overarching message shines through: poverty need not be a predetermined fate, and with united purpose, societies can redefine their trajectories. The wisdom found in African proverbs, suggesting that while one may travel quickly alone, true progress emerges when we move forward together, underscores the fundamental nature of collective action in the quest for sustainable development.
