Enhancing the Role of Talent in Southern China

From December 6 to 7, Haikou, the capital of the southern Chinese island province of Hainan, hosted a conference aimed at optimizing the development of the local Free Trade Port (FTP) by harnessing its abundant talent resources. Seven years ago, Hainan initiated an ambitious plan designed to attract one million talented individuals to the province. Today, this tropical area has successfully gathered 1.03 million talents, marking a significant stride towards realizing its potential.

A Concept in Action

The conference showcased comprehensive policies tailored to foster talent within the local industrial chains, complemented by one-stop service platforms. This strategic approach is expected to cultivate a talent cluster effect in Hainan, leading to continuous improvements in the region's talent structure and ecosystem. To further exploit the vibrant talent reservoir, the province launched an additional campaign encouraging its one million talents to actively participate in Hainan's development.

As part of this initiative, Hainan plans to establish competitive talent policies and platforms aimed at deepening the integration of local talent, innovation, and industrial chains. The event featured four thematic sessions focusing on: 1) nurturing young talents, 2) fostering collaboration between Hainan and other regions such as Guangdong, Hong Kong, and Macao, 3) integrating talent and industry for the seed industry, and 4) promoting talent in the aviation sector through partnerships between universities and enterprises. This coordinated approach aims to better align resources and bolster the local job market.

Recruitment and Collaborations

One of the most noteworthy aspects of the event was the simultaneous job recruitment drive, engaging 337 companies that offered a staggering 10,018 job vacancies, nearly half of which were valued at an annual salary of over 100,000 Yuan. The innovative "Cloud-Recruiting" platform enabled candidates to submit their resumes online while seamlessly matching talent with job opportunities around the clock. This effective connection between demand and supply for talent was a highlight, showcasing Hainan's commitment to sustaining its development ambitions.

The main conference venue featured beautifully decorated exhibition areas representing 18 local cities and counties, alongside 12 functional zones that presented opportunities, strategic advantages, and distinctive resources available within the region. The conference was a high-profile event, drawing professionals from various sectors, including Chan Un Tong, the Director of the Labor Affairs Office of the Macao Special Administrative Region. He presented insights on how improved talent policies and services could bolster the high-quality development of Hainan's FTP.
