(DEA) and Japan Asia Investment Company (JAIC) are set to embark on a demonstration experiment (Proof of Concept) for "Virtual Employment for Disabled Individuals," scheduled to commence in September 2025. This program aims not only to address the legal employment quotas for companies but also to dismantle significant barriers faced by disabled people in the workforce.

Context of the Initiative



One of the primary challenges companies encounter in hiring disabled individuals is compliance with legal employment quotas. According to the Ministry of Health, Labour and Welfare of Japan, by the sixth year of the Reiwa era, there were 63,364 companies that failed to meet these quotas. Of these, 64.1% were companies that were just one individual short of meeting the requirement, indicating that many businesses struggle with understanding the necessary specialized knowledge, recruitment processes, and workplace integration for disabled employees.

The initiative recognizes five crucial "walls" that need to be addressed to facilitate smoother employment pathways:
1. The Recruiting Wall: Many companies hesitate due to a lack of knowledge about the recruitment process for disabled candidates, making the hiring hurdle steep.
2. The Employment Wall: Companies are often unable to adapt existing roles to offer suitable tasks for disabled individuals, leaving them underserved.
3. The Management Wall: Without designated staff to oversee employment protocols, such as work direction and communication of changes, the management of disabled employees becomes challenging, discouraging companies from hiring them.
4. The Retention Wall: Many disabled individuals may struggle to adapt to new environments, leading to abrupt absenteeism from work.
5. The Future Prospects Wall: Short-term tasks offer minimal opportunities for career development, hindering the advancement of disabled individuals.

In response to these obstacles, the "Virtual Employment for Disabled Individuals" initiative aims not just to tally numbers but to address all five walls comprehensively. This approach will secure a consistent and supportive employment landscape for disabled individuals, aligning with not only the Sustainable Development Goals (SDGs) but also with Environmental, Social, and Governance (ESG) considerations that strengthen corporate branding.

What is Virtual Employment?



Virtual employment represents a novel working style allowing disabled individuals, including those who find face-to-face interactions difficult or those who cannot leave their group homes, to work confidently in a virtual space. The primary objective is to minimize stressors associated with traditional workplaces and facilitate comfortable and effective conditions for work.

The service combines blockchain gaming with employment support and monitoring functionalities to create a new "Digital Employment Support Tool." This comprehensive service addresses the aforementioned barriers effectively:
  • - Overcoming the Recruiting Wall: Under the initiative, companies can employ disabled individuals living in group homes connected via JAIC, with minimal hiring requirements.
  • - Overcoming the Employment Wall: DEA's gamified approach offers tools such as "JobFarmer" and "ECO CATCHER BATTLE," enabling engaging and straightforward participation through mobile devices that fast-track work opportunities.
  • - Overcoming the Management Wall: Utilizing game logs and outcomes, DEA will provide management support, while the group homes assist in supervising work hours and communication, ensuring the process is seamless.
  • - Overcoming the Retention Wall: Working from familiar surroundings in group homes dramatically reduces anxiety associated with new environments and promotes stability, with specialized staff providing necessary mental and physical health support.
  • - Overcoming the Future Prospects Wall: A well-structured curriculum will enhance IT skills and promote better communication through tasks like PC operations, further encouraging personal and professional growth.

Moreover, this initiative aspires to enhance the employment capabilities of disabled individuals, helping them develop not only as valuable members of a corporate structure but also equipping them with essential life skills for future independence.

Future Outlook



By launching the Virtual Employment initiative tailored for residents of group homes connected to JAIC, both employers and families can see reduced risks associated with employing disabled individuals. The initiative aims to alleviate common challenges faced by disabled candidates who cannot work due to geographical limitations, ultimately leading to a brighter future for all parties involved. The goal is to employ 1,000 individuals by July 2027 as a benchmark for success.
