AVSI Foundation Revives Poverty Graduation Program in Uganda



In a remarkable turn of events for poverty alleviation initiatives in Uganda, the AVSI Foundation has successfully relaunched its impactful Graduating to Resilience program, thanks to a generous investment of $1.5 million from donors. This initiative aims to empower some of the most impoverished households in Uganda to transition from extreme poverty to self-sufficiency. The re-establishment of this program follows the premature conclusion of previous USAID-funded efforts that demonstrated significant success and cost-effectiveness in lifting families out of poverty.

In a year marked by significant financial challenges, the abrupt cancelation of these USAID programs left many wondering how to sustain the progress that had already been made. However, responding to the urgent need for continued support, Project Resource Optimization (PRO) conducted a thorough evaluation of the program’s data. The findings underscored its value, which led to advocacy efforts that ultimately resulted in this notable donor investment.

The Graduating to Resilience LOCAL initiative, which launched on September 1, 2025, seeks to assist 1,000 households, roughly 10% of the original program size. The comprehensive 18-month Graduation Approach encompasses multiple support facets, including:

  • - Livelihoods training
  • - Financial inclusion strategies
  • - Personalized coaching and mentoring
  • - Social empowerment activities

By delivering this holistic set of resources, the program aims to eradicate food insecurity among participants and foster a path toward self-reliance.
