Strategic Partnership to Foster IT and Creative Industries in Uzbekistan
Uzbekistan has taken a significant step forward in its IT sector by formalizing a strategic partnership among three key organizations: IT Park, Japan Digital University (JDU), and Digital Knowledge Inc. This collaboration aims to enhance IT outsourcing, nurture creative talent, and implement technological cooperation in Uzbekistan.
The memorandum of understanding (MOU) was one of the highlights at the upcoming "Central Asia + Japan Business Forum" scheduled for December 2025. The event marks a pivotal moment for business relations between the two regions, with several MOUs expected to be signed, enhancing mutual collaboration and investment opportunities. What is IT Park?
IT Park serves as a technology hub established under the auspices of the Uzbekistan government, aimed at supporting startups, developing ICT talent, and promoting offshore development. With its headquarters in Tashkent and 14 branches across the country, IT Park is committed to elevating Uzbekistan's position as a growing technology center.
In May 2025, IT Park expanded its international presence by opening an office in Tokyo, Japan, marking its fifth overseas hub following locations in the United States, Germany, South Korea, and Saudi Arabia. This initiative aims to strengthen ICT collaboration between Japan and Uzbekistan and will serve as a foundation for the new partnership agreement.

Background and Objectives of this Partnership
Uzbekistan is actively promoting its IT industry, leveraging its rich pool of youthful talent. Conversely, Japan faces challenges with a shortage of IT engineers, particularly in the creative sectors like gaming and animation. This tripartite agreement is crucial for developing a robust talent pipeline focused on not just traditional software development but also on nurturing human resources specific to the creative and gaming industries.
Key Initiatives
1.
Talent Development in Creative and Gaming Industries: The partnership will roll out educational programs utilizing Japan's expertise in game development and digital content production, fostering local young creators in Uzbekistan.
2.
Promotion of IT Outsourcing: By leveraging local IT talent and companies, the initiative will set up a structure to accept outsourced development projects from Japanese businesses.
3.
Technological Collaboration and Industry Creation: Through technology exchanges, the partnership aspires to lay the groundwork for a new digital industry base in Uzbekistan, contributing to sustainable economic growth.
Future Outlook
Through this MOU, Uzbekistan aims to establish itself as the creative industry hub in Central Asia, while also providing Japanese businesses with a reliable new development partner base. This endeavor not only reflects the growing interdependence between Japan and Uzbekistan but also highlights the potential for cross-cultural collaboration to spur innovation and economic growth in both regions.
