Talent Exchange for Growth
The Tokyo Metropolitan Government has launched an initiative aimed at fostering growth by facilitating talent exchange between large corporations and startups. This program allows professionals from major companies to engage in side jobs or temporary assignments at small to medium enterprises (SMEs) and startups, thereby supporting their growth while also advancing the skill sets of these large corporations.
Program Overview
The initiative includes comprehensive support for the matching between large corporations that wish to extend their employees for external assignments and the SMEs/startups seeking such talent. It also assists with contract procedures related to side jobs and temporary assignments, ensuring a seamless transition for all parties involved.
Support Offered
The key areas of support include:

Matching Assistance: Coordinating and advising on the match between companies and potential candidates.
2.
Contractual Support: Providing assistance with the legal and administrative processes involved in side jobs and temporary assignments.
3.
Training and Follow-up: Offering pre-assignment training for both assignees and receiving companies, as well as ongoing follow-up during and after the assignment period.

Recruitment of Companies
Target Participants
Large Corporations:
- - Companies that wish to develop their staff through external assignments and side jobs.
- - Firms capable of selecting and supporting individuals who can utilize the skills and experiences gained during this initiative.
SMEs and Startups:
- - Companies that are interested in receiving talent from large corporations for side job or temporary assignments.
- - Firms that focus on growth through the contributions of assigned employees.
Application Timeline
- - Recruitment Period: From May 15, Year 7 (2025) to February 27, Year 8 (2026).
- - Selection Schedule: For large corporations, applications will be reviewed on a rolling basis. SMEs will undergo documentation evaluation followed by interviews. Matching will commence shortly after the evaluation process.
Assignment Duration
- - Assignments expected to start in October, Year 7 (2025), and will fall under the following guidelines:

Temporary Assignments: Between 9 months to 15 months.

Side Jobs: At least 3 months and up to 15 months total.
Information Session About the Initiative
An information session will be held for companies interested in applying for this program.
- - Date and Time: June 10, Year 7 (2025) from 16:00 to 17:15. An individual consultation will follow.
- - Location: Tōkyū Kasumigaseki Building, Conference Room 1 on the 8th floor, Adecco Co., Ltd. (3-7-1 Kasumigaseki, Chiyoda, Tokyo). Online attendance is also available.

- - 16:50: Overview of support services and application process.
- - 17:15: Q&A and individual consultations.
This project is part of the initiative to promote the
2050 Tokyo Strategy, focusing on supporting and fostering growth in SMEs as outlined in Strategy 13.
