Annual Social Insurance Documentation Review: Ensure Accuracy and Avoid Mistakes

Ensuring Accurate Submissions for Social Insurance

In July, HR departments focus on a crucial aspect of labor management known as the "Santei Kiso Todoke," a formal annual report for calculating social insurance premiums. Every payroll officer is likely familiar with this process, yet many approach it with misunderstanding or complacency, thinking that someone else is handling it or failing to truly grasp the so-called "17-day rule."

What is the Santei Kiso Todoke?

Officially referred to as the "Regular Decision Report," the Santei Kiso Todoke determines social insurance premiums based on the average salary (including overtime and travel allowances) paid from April to June. This report is critical because it lays the foundation for the social insurance costs incurred after September. Submitting just as a routine without verifying details can lead to significant issues. Employers and their employees might suffer if mistakes arise from neglectful submissions, such as continuing to use the previous year's premiums or miscalculating monthly remuneration by excluding travel costs.

Addressing Common Concerns

In anticipation of the upcoming seminar titled "Understanding the Mechanism and Risks of the Santei Kiso Todoke," hosted by the General Incorporated Association Claire Human Resource Development Association, several pertinent questions are set to be addressed:

  • - Are "Santei" and "Santai" the same thing?
  • - The submission deadline was July 10—can I still submit now?
  • - Are premium increases due to incorrect entries?
  • - What does it mean to have '17 days or more worked'?
  • - Can travel allowances be included in the calculation?
  • - What are the repercussions of failing to submit the report?
