Omni Family Institute's Innovative Program Receives Prestigious Support Rating

Omni Family Institute's Achievement in Child Welfare Care

On July 17, 2025, the Omni Family Institute celebrated a remarkable milestone, as its flagship initiative, Together Facing the Challenge, was awarded a coveted 'Supported' rating from the Title IV-E Prevention Services Clearinghouse. This prestigious recognition highlights the program’s significant impact on preventing foster care placements and enhancing the outcomes for children placed in treatment foster care environments.

The Title IV-E Prevention Services Clearinghouse, which operates under the auspices of the U.S. Department of Health and Human Services, conducts rigorous evaluations of various programs within the child welfare arena. It employs a well-structured methodology to assess the efficacy of interventions across four distinct tiers: Well-Supported, Supported, Promising, and Does Not Currently Meet Criteria. Securing a 'Supported' rating indicates that Together Facing the Challenge has undergone thorough research assessments and demonstrated substantial, positive results in promoting child and family welfare over time.

Mindy Kiser, President of Omni Family Institute, expressed immense pride in this achievement. She stated, “We are honored that Together Facing the Challenge has earned a 'Supported' rating. This recognition reflects our commitment to equipping foster parents and providers with practical, research-based tools that lead to stronger outcomes for youth in care.” This statement underscores Omni Family Institute's mission to foster resilience among those affected by the child welfare system.

Together Facing the Challenge was conceptualized through a collaborative effort that included the expertise of Maureen Murray, Betsy Farmer, PhD, and Barbara J. Burns, PhD, and has been refined over nine years of focused studies on treatment foster care (TFC). The program equips treatment foster care agencies and foster parents with structured, evidence-based tools and practices specifically tailored to improve the experiences and long-term outcomes of youth in care.

Moreover, this program’s recognition is further strengthened by its endorsement from the California Evidence-Based Clearinghouse for Child Welfare (CEBC), which has reviewed and rated it for its relevance and efficacy within the child welfare sector. Such endorsements affirm the program’s critical role in elevating outcomes for children in foster care, ensuring that they receive the support they need for a healthier, more stable life.
