On June 2, 2026, JAL Cargo Handling (JCH), based in Narita, Chiba, received official recognition from the Chiba Labor Bureau as a registered training organization. Starting June 15, 2026, JCH will offer forklift operation training at its dedicated training facility. This achievement marks the first instance in the Japanese aviation industry where a company has been certified to provide comprehensive forklift operation training that culminates in a forklift operation skills completion certificate for external parties.

However, the domestic logistics industry currently faces a significant shortage of skilled personnel. At Narita International Airport, Japan's largest air cargo hub, an expansion plan aimed for completion by 2029 is expected to increase cargo handling from 2 million tons to approximately 3 million tons. This anticipated growth further underscores the urgent need for reliable training and retention of forklift operators to maintain a sustainable logistics infrastructure.
Accelerating the Development of Skilled Human Resources
JCH has established a safety culture known as 'JAL Cargo Standard,' focusing on uncompromising safety within the realms of air cargo handling. By obtaining this certification, JCH will expand its education and training expertise into new service offerings that contribute to enhancing safety quality within the industry and addressing workforce shortages.
As a newly certified training organization, JCH's training center is now equipped to develop forklift operators from scratch, significantly reducing the typical 3-month foundational training period to a minimum of just one month. This streamlined approach not only saves participants time and effort but also ensures the quick development of qualified, job-ready personnel.
