1. Aligning Goals with Market Realities: CO2 goals need to reflect actual market adoption, providing manufacturers with a realistic 10-year planning horizon and allowing for longer consumer use of hybrid vehicles.
2. Incentivizing the Transition: Governments must provide consistent purchase incentives and build charging infrastructures that extend beyond affluent urban centers to include rural areas.
