In response to the escalating climate crisis, the Tokyo Metropolitan Government has launched a significant initiative aimed at empowering small and medium-sized enterprises (SMEs) to pivot towards zero-emission practices. As part of the
Zero Emission Tokyo Strategy Beyond Carbon Half, the city has set ambitious targets to reduce greenhouse gas emissions by 2035. This bold strategy underscores the urgency and necessity of transitioning towards a sustainable economy, focusing not just on carbon neutrality but a comprehensive approach to environmental stewardship.
Objective of the Initiative
The
Zero Emission Promotion Business Transition Support Project is designed to facilitate the entry of SMEs into zero-emission related industries. This initiative will support product development, technology innovation, and market expansion related to zero-emission goals. By offering grants to local businesses working towards sustainable product development and modification, this project aims to catalyze a broader shift towards environmental sustainability across various sectors.
Who Can Apply?
The grant will cater to two types of applicants:
1.
Individual Applications: Any SME that is actively conducting business within Tokyo.
2.
Joint Applications: Groups of SMEs or associations that collaborate on projects aimed at advancing zero-emission technologies or services.
Eligibility requires that the proposed products or technologies align with one or more strategies outlined in Tokyo’s Zero Emission strategy, categorized as follows:

Policy 1: Transitioning towards renewable energy as the primary energy source.
2.
Policy 2: Expanding the concept of zero-emission buildings.
3.
Policy 3: Promoting zero-emission mobility options.
4.
Policy 4: Widespread adoption of hydrogen energy.
5.
Policy 5: Transitioning towards a circular economy focusing on sustainable resource utilization, plastic reduction, and food waste management.
6.
Policy 6: Measures to combat fluorinated gases.
7.
Policy 7: Strategies for adapting to climate change.
What Expenses are Covered?
The grant will cover certain essential expenses associated with product development, which includes:
- - Raw materials and auxiliary materials costs
- - Equipment and tool expenses
- - Contracted work and outsourcing costs
- - Direct labor costs
- - Rental fees for real estate
The financial support will cover up to two-thirds of the recognized eligible expenses, ensuring SMEs are adequately supported in their innovative endeavors.
Grant Limits
For individual applicants, the maximum grant amount is set at
15 million yen, while joint applicants can receive up to
30 million yen. This support is crucial for SMEs aiming to innovate and lead in the zero-emission product market.
Duration of the Grant
The grant period spans from the date of approval up to a maximum of
18 months. The upcoming application period is from
February 1, 2024, to July 31, 2025, providing ample time for businesses to craft well-thought-out proposals.
Application Process
The application process will be conducted electronically via the
J-Grant system, which necessitates acquiring a

Application deadlines are established, with submission open from
June 1, 2024, until
September 8, 2024, at 5 PM. Following submission, applicants will undergo a two-stage evaluation process involving document review and possible interviews.
