NOMA’s New Practical Training Program for Local Government Employees
Starting in December 2025, the Japan Management Association (NOMA), based in Shibuya, Tokyo, will host an extensive training program designed explicitly for local government employees. Over four months, participants can engage in nine distinct workshops covering critical and contemporary topics relevant to municipal operations. As Japan faces population decline and diverse resident needs, this initiative aims to equip officials with actionable skills necessary for tackling the evolving landscape of their roles.
Context for the Program's Launch
Local government operations are undergoing swift changes. Issues such as declining populations and varying resident challenges necessitate significant adaptations in municipal practices. Moreover, new strategies like PFI (Private Finance Initiative) and digital transformation compel local governments to embrace modernization and efficiency. Pressure also mounts concerning customer harassment responses and internal controls, alongside growing expectations for policy formulation and public relations roles. Amid these challenges, many local officials report understanding what needs to be done but struggle with how to implement these objectives effectively.
NOMA's targeted approach emphasizes practical, reproducible skills and knowledge that can be applied directly in governmental settings. Each workshop will focus on creating systems and procedures that can yield rapid, impactful results in day-to-day municipal operations.
