He also has substantial experience from his tenure as Subcommittee Staff Director for the House Committee on Natural Resources, where he managed key environmental legislation impacting energy and mineral development.

His influential role in policy-making included drafting and negotiating significant legislation like the Puerto Rico Oversight, Management, and Economic Security Act (PROMESA). Additionally, Cooper was pivotal in leading the Center for Liquefied Natural Gas from 2005 to 2015, where his advocacy efforts significantly advocated for U.S. LNG exports, helping the country establish itself as a global leader in this sector.
