Strengthening Community Childcare in Kawachi Town



On April 7th, 2026, a formal agreement was signed between Palsystem Ibaraki Tochigi and Kawachi Town, aimed at enhancing childcare support for local families. This collaboration represents a vital step toward creating a nurturing environment for all children in the area. During the signing ceremony held at the Kawachi Town Hall, Mayor Yoshiharu Nozawa expressed optimism about the partnership's potential.

Palsystem Ibaraki Tochigi, represented by Chairperson Yasuyo Aoki, has long been committed to supporting local communities through their cooperative infrastructure. This agreement expands upon the existing collaboration established in 2014, which focused primarily on community safety through delivery services. Now, the initiative also prominently includes support for families with children.

Childcare Support Initiatives


As part of the agreement, Kawachi Town plans to distribute a special gift package called the Hottotokuiki Mama Box—designed for expectant mothers during late pregnancy consultations. This gift set includes organic tea, bath salts for maternal care, and Palsystem's original baby wipes, all intended to ease the challenges of motherhood.

Families wishing to receive this package can scan a QR code included in the information cards they receive, facilitating easy access to essential childcare resources. Palsystem's representatives will personally deliver these gifts, fostering a sense of community and ongoing support among eligible families. Additionally, they will provide information about various childcare support programs and resources available from local administration.

Integration of Childcare and Safety Measures


Palsystem's established delivery infrastructure has proven invaluable for community engagement. Their weekly delivery schedule enables workers to identify any irregularities or issues within the neighborhoods they serve, allowing for effective communication with local officials in emergency situations. With this newly expanded focus on childcare, the cooperative aims to deepen their commitment to supporting families by actively checking in with parents and providing essential resources.

Through this unique partnership, the region is seeing increased engagement in childcare initiatives; the current agreement marks the 26th collaboration between municipalities aimed at enhancing childcare support across Ibaraki Prefecture.
