New Initiative to Boost HVAC Workforce in Pennsylvania
The Building Performance Association (BPA), alongside the Home Performance Coalition (HPC), TixStone Solutions, and CareerEquity, has launched an innovative initiative known as the Penn Heat Pump Pathways (PHPP). This new program aims to support Pennsylvania's HVAC industry by recruiting, training, and upskilling workers specifically in heat pump installation.
Funding for the PHPP comes from the Pennsylvania Department of Environmental Protection’s Energy Programs Office, making it accessible to employers and contractors across the state. The primary objective of this initiative is to enroll over 1,600 participants by July 2028, providing a much-needed boost to the state’s growing HVAC workforce.

The PHPP initiative seeks to capitalize on this existing workforce foundation as it addresses the growing heat pump installation market.
