Addressing the Current State of Employment Support for Disabled Individuals
The landscape of employment for people with disabilities in Japan has witnessed a gradual increase, particularly in the number of individuals with mental disabilities. Approximately 500,000 people are utilizing employment-related welfare services, with about 380,000 attending ongoing employment support programs. Despite this progress, the transition rate to actual employment remains low, with only around 5,000 individuals, or less than 15%, moving into regular job positions after participating in the programs. This demonstrates a critical need for improved support systems to facilitate successful employment transitions.
Increasing the number of individuals successfully securing jobs not only benefits them but also contributes to alleviating workforce shortages in Japan. This realization led to the collaboration with
Shekulotov Group, a pioneering organization in employment rehabilitation for individuals with mental disabilities.
About Shekulotov Group
Founded in 2005,
Shekulotov Group collaborates with the Israeli Ministry of Health to develop the
Integrated Unit Model (IUM), a professional rehabilitation method for individuals with mental disabilities. Through various services, they have successfully provided vocational training and supported employment to approximately 8,800 individuals, earning recognition worldwide, including the United Nations' 2017 Zero Project Award.
Start-Line first interacted with
Shekulotov Group during the Employment Support Forum NIPPON 2023, an initiative hosted by the Nippon Foundation, where they resonated with the organization's approach to disability employment. Following a series of discussions and insights, they visited IUM's training facilities in March 2024 to learn about goal-setting based on individuals' aspirations and the importance of gradual support processes.
In April 2025, Start-Line began preparations to implement and adapt the IUM model in Japan, notably through a café-style establishment—

Introducing GOOD THE GOOD
GOOD THE GOOD's design is predicated on the belief that a café setting provides an ideal environment for training individuals with disabilities in real job scenarios. This innovative café will serve as both a training ground and a place for developing essential skills for employment.
Participants will receive personalized support based on their preferences and aspirations, developing practical skills through real-world café operations, including customer service, cooking, cleanliness, cash handling, and inventory management. By routinely engaging with guests, they will enhance their decision-making abilities and gain the confidence required for independent employment.
GOOD THE GOOD emphasizes a structured training program based on continuous assessments and tailored plans that reflect each participant’s ambitions. Starting with familiarization with the café environment, participants will gradually advance towards their set goals. This individualized approach ensures that training is not merely functional but also fulfills psychological needs for achievement and self-worth.
