Tianjin Launches Comprehensive Skills Week to Boost Workforce Development



On May 13, 2025, Tianjin kicked off its much-anticipated Skills Week in the Hedong district, marking a strong commitment to enhancing workforce development through targeted vocational training. This initiative, dubbed "Skills Illuminate the Future," aims to equip individuals with the necessary skills for employment in various key sectors including advanced manufacturing, elder care, childcare services, and modern service industries. As part of the city’s overall employment strategy, this event is expected to benefit more than 100,000 people through subsidized training programs scheduled throughout the year.

A Focus on Key Employment Groups



Recognizing the need for skilled labor in the evolving job market, Tianjin's Skills Week serves as a platform for aligning training programs with job placement services. The initiative specifically targets key employment groups, thereby encouraging individuals to enhance their vocational skills for fulfilling and sustainable careers. This dual approach—training and job placement—ensures that the workforce is adequately prepared to meet the demands of the modern job landscape.

Over recent years, Tianjin has introduced several initiatives aimed at cultivating a skilled labor force, one of which is the influential "Haihe Craftsman" construction project. The city continues to promote vocational development, demonstrating a comprehensive training strategy that is enterprise-led, school-supported, government-guided, and society-backed. Such collaboration is pivotal in enhancing vocational skills and bolstering employment opportunities.

A Comprehensive Training System



The success of Tianjin's vocational training is largely attributed to its well-structured training system. The city has implemented vocational skills training regulations that emphasize legal compliance, ensuring high standards of education and training. Since 2021, Tianjin has successfully delivered over 732,000 subsidized training sessions, far exceeding the targets outlined in the 14th Five-Year Plan (2021-2025). This robust framework highlights the effectiveness of Tianjin's training infrastructure and its commitment to fostering a talented workforce.

To further improve skill evaluation, Tianjin has constructed a performance- and competency-based system that encourages enterprises to assess their own technicians independently. To date, the city has appointed 87 chief technicians and 99 senior technicians, in addition to issuing 450,000 skill-level certifications.

Infrastructure for Talent Development



The development of skilled talent in Tianjin is supported by an extensive array of training facilities. Alongside a national public training center, the city has also established 558 enterprise training centers, resulting in a powerful backbone for talent development. Notably, there are 38 national and 65 municipal high-skilled talent training bases, alongside 45 national and 97 municipal master studios.

Such an established infrastructure not only promotes skill acquisition but also facilitates hands-on training experiences that equip individuals with practical knowledge applicable in their respective fields.

Competitive Edge through Skills Competitions



In addition to hands-on training, Tianjin has successfully organized five consecutive "Haihe Craftsman Cup" competitions, attracting nearly 100,000 participants. This year's event featured over 100 contests, embodying a strong competitive spirit among trainees and additional motivation to hone their skills. Importantly, Tianjin's training base has significantly contributed to China’s performance at the 47th World Skills Competition, where the national team clinched seven gold medals and a Medallion for Excellence.

Emphasis on Technical Education



Tianjin boasts 15 technical schools that collectively enroll about 22,400 students. Impressively, these institutions maintain a graduate employment rate of over 98 percent, which reflects the effective alignment between educational models and industry requirements. The city enhances its technical education through various initiatives, placing considerable importance on leadership from the Party, collaboration between schools and enterprises, and promoting integrated learning experiences that enhance educational quality.

Cultivating Expertise through Incentives



To incentivize skill development and recognize exceptional talent, Tianjin established the prestigious Haihe Craftsman Award. Every year, 10 outstanding winners are honored, each receiving a significant cash reward of 200,000 yuan ($27,780). Additionally, every two years, the city recognizes 100 "technical experts," also awarding them 20,000 yuan. The city has proudly recognized 50 "Haihe Craftsman" and 739 "Technical Expert" individuals, some of whom are also recipients of special government allowances from the State Council.

By actively promoting the "Haihe Craftsman" brand through events like Skills Week and awards, Tianjin fosters a strong sense of craftsmanship within the society and elevates the value placed on skilled labor, ensuring that its investment in workforce development yields long-term benefits for both the individuals and the economy as a whole.
