Shibuya Ward's Inaugural Children's Conference
Shibuya Ward, led by Mayor Ken Hasebe, is embarking on an exciting initiative this year with the launch of its first-ever "Children's Conference." This innovative program aims to incorporate the voices of children into local governance, allowing them to share their perspectives on important themes related to their schools, community, and daily lives. The conference serves as a safe space for children to express their ideas, emphasizing the significance of their experiences and aspirations.
Conference Details
The conference will be divided into four sessions, each focusing on predefined themes. During these sessions, children will have the opportunity to engage in open discussions, sharing their views and suggestions, which are critical for shaping local policies. The final session, set for December 13, will allow participants to present the ideas they have developed over the course of the meetings, leading to constructive exchanges between them and local authorities.

Participation Criteria
The conference is open to children aged between 9 (4th grade) to 18 years (as of March 31, Reiwa 8), residing in or attending school in Shibuya Ward. Ideally, participants should be able to attend all sessions to ensure continuity in discussions.
Capacity and Fees
A total of about 15 participants will be selected for the conference. In the event of multiple applications, selection will be conducted via a lottery system. Participation is free, although individuals are responsible for their own transportation costs.

Background of the Initiative
The launch of this conference aligns with Article 11 of the Basic Law for Children, mandating local governments to reflect the opinions of children and their guardians in formulating, implementing, and evaluating child policies. Shibuya Ward's recent Child and Childcare Support Business Plan, developed in March of the Reiwa Era, already included children's opinions. With this new initiative, Shibuya Ward seeks to deepen its engagement with young voices, fostering direct dialogue that enhances policy-making processes. By actively involving the youth, Shibuya Ward aims to create a more responsive and forward-thinking governance structure that truly reflects the needs and aspirations of its youngest citizens.
