Adecco Launches the "Fukushi Hoiku Certification Project"
Adecco, a leader in human resource services globally, has recently commenced the operation of the Tokyo Metropolitan Government's project named "Reiwa 7th Year Fukushi Hoiku Certification Support Project". This initiative, commonly referred to as the "Fukuhokagayaki Project", aims to facilitate employment opportunities for individuals holding welfare-related certifications while currently detached from the workforce.
The urgency of this project is underscored by statistics indicating a rapid increase in the number of job openings in caring professions within Tokyo. The effective job opening-to-application ratio for 2024 is reported to be an astounding 8.13, far exceeding the overall average for all occupations, which stands at 1.55. This upward trend is alarming, having risen from 5.91 in 2022 and 7.61 in 2023, highlighting an acute labor shortage within the sector. Moreover, the 2022 attrition rate among caretakers in Tokyo was recorded at 15.2%, which is significantly above the average of 12.9% across all industries. This high turnover rate further exacerbates the ongoing staffing crisis.
To alleviate these issues, the Tokyo Metropolitan Government is already implementing support for technological innovations like caregiving robots and digital tools to enhance operational efficiency and reduce burden at caregiving sites. Nonetheless, overcoming the staffing shortages calls for more strategic measures aimed at securing talented personnel and improving working conditions.
Through the Fukuhokagayaki Project, Adecco aims to bridge the gap by engaging with potential workforce candidates who are certified but not currently employed in welfare facilities. This initiative involves directing these individuals to register with the designated portal site, "Fukumusubi", a welfare workforce information bank system operated by the Tokyo Metropolitan Government. Additionally, Adecco will facilitate connections with employment support services provided by the Tokyo Welfare Human Resources Center and the Tokyo Support Center for Childcare Personnel. The objective is to ensure welfare facilities have access to a steady pool of human resources.
