Pasona JOB HUB's Initiative for Digital Nomads in Toyama Prefecture



Pasona JOB HUB, headquartered in Minato, Tokyo, has recently been awarded a contract by Toyama Prefecture to implement a program aimed at promoting understanding and research around the acceptance of digital nomads. Starting on July 22, 2026, the company will conduct a series of four educational workshops titled the "Toyama Digital Nomad Attraction Study Sessions". These sessions will target local tourism operators and community development organizations and are set to enhance awareness about the benefits of welcoming international remote workers.

Considered one of the rapidly growing global phenomena, digital nomads—who are estimated to number over 35 million worldwide—contribute to local economies through extended stays, increased spending, and innovation created through collaboration with regional businesses and talent. Japan is also taking steps to embrace this trend; starting April 2024, the country will introduce a new visa category for digital nomads, paving the way for more favorable conditions for their arrival.

Pasona JOB HUB has a proven track record in this domain, having been selected for the Ministry of Tourism's digital nomad environment development demonstration project for two consecutive years. In collaboration with the Japan Digital Nomad Association (JDNA), this new program aims to conduct seminars for local enterprises and organizations to foster a deeper understanding of what it means to accept digital nomads. Moreover, it will involve marketing research to identify the strengths and challenges unique to Toyama, ultimately laying the groundwork for creating a vibrant global community within the region.

The initiative also plans to offer opportunities for local stakeholders to visit and participate in stay programs outside of Toyama, such as "Colive Fukuoka" in Fukuoka City, as well as similar initiatives in Kanazawa City, Ishikawa Prefecture. These experiences will help local partners develop a comprehensive understanding of how to effectively engage and accommodate this group of professionals.

Purpose and Goals


The ultimate goal of this initiative is to increase comprehension among local stakeholders about the essential requirements for attracting digital nomads. The program will further explore and synthesize the cultural, historical, and natural strengths of Toyama as well as the local cuisine, addressing potential challenges while considering future policy directions that support long-term objectives.

Program Components


1. Workshops for Local Stakeholders: The initiative will include four workshops for tourism operators and community organizations. Each session will cover topics ranging from raising awareness of digital nomad concepts to associated attraction and accommodation advantages, coupled with hands-on activities to facilitate momentum for foundational change. These workshops will be co-organized with the Japan Digital Nomad Association, ensuring content relevance and educational rigor.

2. Market Research: A marketing survey will assess over 30 local facilities and businesses through interviews and on-site observation. This research will focus on the availability of critical infrastructure needed to cater to digital nomads, including coworking spaces, accommodation options, activities, and community engagement strategies.

3. Observational Sessions at Leading Locations: Participants will also have the opportunity to visit successful digital nomad programs in advanced locations, such as Fukuoka and Nagasaki. These visits will offer insights into effective practices and successful models of guest engagement.
