Care Facility Management Strategy Forum 2025: Strategies for Success in Challenging Times

Care Facility Management Strategy Forum 2025

ZitzGen, led by President and Executive Officer Daiki Yoshimoto, is set to host the Care Facility Management Strategy Forum 2025. This event targets operators of care facilities such as paid nursing homes, serviced senior housing, special nursing homes, and day services. Scheduled for October 21, 22, and November 5, 2025, the forum aims to outline effective management strategies of facilities that have achieved profitability, successful recruitment, and employee retention.

Background and Overview of the Forum

The year 2025 is pivotal as it marks the peak of the so-called “2025 Problem,” where the shortfall of caregiving personnel is projected to reach 320,000 nationwide, according to the Ministry of Health, Labour and Welfare. Furthermore, by 2040, it is estimated that the elderly population will comprise over 35% of the total demographics, necessitating an additional 690,000 workers in the caregiving field. Despite the increasing need for caregiving services, a notable shortage of workforce exacerbated by the COVID-19 pandemic has emerged, leading to an intense competition for hiring that could cause ongoing surges in recruitment costs.

In 2024, recent amendments to the Long-term Care Insurance Act have kept caregiving remuneration stagnant, while the government has raised the national minimum wage, surpassing 1,000 yen. These changes are tightening the financial pressures on providers with significant increases in personnel costs. Future projections suggest that the minimum wage could rise to 1,100 yen or more by 2025, indicating a long-term challenge for care facility management, as rising costs can severely impact operational viability and profitability.

Additionally, external economic factors, such as historical currency depreciation and soaring prices, have caused operational expenses to escalate relentlessly. Many care operators must innovate for improved profitability, but these challenging conditions have made securing profits ever more difficult. The number of care provider bankruptcies reached 172 in 2024—the highest since the inception of the Long-term Care Insurance System in 2000, reflecting a 36.6% increase from the previous year.

Given these compounding pressures, care facilities need to evolve to become establishments where they can attract talent, retain staff, and provide efficient operations. The Care Facility Management Strategy Forum 2025 will explore strategies designed to surmount the challenges posed by labor shortages, wage increases, and rising overhead costs. This event will cover successful management models that have resulted in profitability, employee retention, and efficient hiring, alongside transformative approaches like:

1. Attracting and Retaining Talent
- Optimize compensation structures to secure and sustain qualified personnel.

2. Enhancing Revenue through Effective Marketing
- Implement strategies to achieve full occupancy and maximize the use of available resources effectively.

3. Boosting Operational Efficiency
- Streamline processes through technological advancements and automation.

4. Implementing Effective Recruitment Tactics
- Prioritize recruiting strategies that minimize reliance on costly staffing agencies.

5. Developing a Strong Employee Training Program
- Create robust educational frameworks ensuring skilled and capable staff.

6. Designing Employee Incentive Structures
- Foster a culture of motivation and performance through well-structured evaluation systems.
