For the second consecutive year, Utatsu Town in Kagawa Prefecture has claimed the top spot in the living comfort rankings. This small town, facing the Seto Inland Sea, has been undergoing considerable development, with new tourist attractions and commercial facilities, as well as a growing number of medium and high-rise apartments. The town’s infrastructure has improved, earning high ratings in crucial factors such as transportation convenience, administrative services, and vibrancy.

Tokushima Prefecture's Kitajima Town has also shown an impressive rise, moving from seventh place last year to fifth this year. Nestled between the Yoshino River and the Shikoku Mountains, this town benefits from a rich natural environment and is developing as a bedroom community for Tokushima City, attracting large shopping centers and numerous retail outlets.

Furthermore, the survey found that 55.3% of respondents had no particular city they wished to live in, while 22% expressed the desire to stay where they are currently residing.
