Studsvik Enters Historic Deal for Nuclear Fuel Management in Norway

Studsvik's Historic Agreement with Norwegian Nuclear Decommissioning

On October 16, 2026, Studsvik AB, a Swedish nuclear technology company, signed a landmark frame agreement with Norwegian Nuclear Decommissioning (NND), a government agency responsible for decommissioning Norway's nuclear facilities. This transformative partnership will focus on managing the spent nuclear fuel from Norway's former research reactors at Halden and Kjeller.

This long-term agreement is set to last until 2055 and includes an estimated contractual minimum value of approximately SEK 875 million, with the overall value potentially reaching SEK 3-4 billion. The extensive scope of this project covers the transport, inspection, treatment, and interim storage of spent nuclear fuel that has been in temporary storage for years. The decision to move forward comes as Norway holds around 16.5 tonnes of legacy spent nuclear fuel, which requires specialized handling to be stored safely for the long term.

Key Features of the Agreement

The partnership begins with a pre-study phase to meticulously outline the project plan and budget. This initial analysis will set the stage for the project's development over the upcoming two decades. The final agreement includes provisions for both the collection and transport of spent fuel, as well as necessary treatment procedures to ensure the fuel meets stipulations for long-term storage. Filings will also be made with regulatory bodies in both countries to secure all required permits.

As part of the agreement, Studsvik will transport the nuclear fuel to its authorized facilities located outside Nyköping, Sweden. Here, the fuel will undergo inspections and the necessary treatments—including the oxidation of metallic uranium fuel—before it is stored until its final return to Norway. In this manner, Studsvik contributes to a safer infrastructure by ensuring spent fuel is handled appropriately throughout the entire lifecycle, from treatment to secure interim storage.

The Importance of Safe Fuel Management

Karl Thedéen, the CEO of Studsvik, expressed that this agreement stands as a culmination of over a decade of collaboration between Studsvik and the Norwegian nuclear sector. The framework for safe management of nuclear waste addresses not only environmental safety concerns but also economic efficiencies. He stated, "This landmark agreement is the result of many years of work, and potentially one of the most significant in Studsvik's history. Norway needs a safe and lasting solution for fuel that has been in temporary storage, and we have the facilities, the licenses, and the expertise to deliver it."

The Norwegian side also underscored the significance of this partnership. Pål Mikkelsen, Director General of NND, asserted the need for safe management of spent fuel and advocated that parts of the inventory need treatment before safe long-term storage can occur. He noted that Studsvik excels in both environmental safety and economic sensibility, making them the right partner for this challenge.

Future Implications

The agreement anticipates additional work orders based on the project's ongoing evaluations and potential regulatory approvals. If NND proceeds as planned, the majority of the fuel should be transported to Sweden by 2035, contingent on the pre-study outcomes.

While the partnership seeks to create a robust framework for Norway's nuclear waste management, the agency retains the ability to withdraw from the agreement under certain conditions, thereby ensuring flexibility in the face of future uncertainties. However, neither party expects significant impacts on Studsvik's financial results for the years 2026 and 2027 as the actual work sequence materializes.

Conclusion

As a significant step toward improving nuclear waste management in Norway, this agreement positions Studsvik prominently within the international nuclear sector. This collaborative effort could serve as a model for future contractual relationships across nuclear waste handling, heralding a new era of safety and efficacy in managing spent nuclear fuel. This agreement not only fortifies Studsvik's foundation but also opens pathways for new opportunities in international nuclear responsibilities as operators work to ensure a comprehensive solution for the lifecycle of nuclear power.
