Hokkai Bank Joins Forces with IBJ to Launch Marriage Consulting Service

Hokkaido’s New Initiative in Marriage Support

Hokkai Bank, a prominent regional bank in Hokkaido, is making headlines as it joins the ranks of financial institutions venturing into the marriage consulting business. This partnership with IBJ, which boasts the highest number of marriage successful outcomes in Japan, marks a significant milestone as Hokkai Bank becomes only the second bank nationwide to initiate a marriage consultation service. Scheduled to begin a pilot program on July 1, 2026, the service, known as "Hokkai Bank Marriage Consultation Service plus-H," seeks to address a pressing societal issue: the declining population due to decreasing birth rates and increasing singlehood in Hokkaido.

Context of the Initiative

With Hokkaido’s population recently dropping below 5 million for the first time in 70 years, the region is facing critical demographic challenges. The effects of low birth rates are palpable, with both the number of marriages and births plummeting. Hokkai Bank’s initiative aims not only to contribute to sustainable growth in the community but also to test innovative life support services that can address these issues.

The pilot program will initially target the bank’s employees, gradually expanding to cover the employees of the bank's business clients. This method ensures a careful assessment of the service's effectiveness while building trust within the community.

Trust and Reliability at the Forefront

The marriage consulting service will draw on the long-established trust and reliability that Hokkai Bank has cultivated in Hokkaido. Over the two-year pilot, the focus will be on gauging customer satisfaction, operational efficiency, and overall profitability. Based on these insights, the ambition is to transition towards a fully-fledged operation that leverages the bank's expertise and infrastructure.

Should the experiment prove successful, plans may include establishing a subsidiary that applies banking knowledge to enhance community life and economic development. Such a subsidiary can operate freely within the regulations, focusing on IT advancements and regional revitalization beyond traditional banking.

Strengthening the IBJ Network in Hokkaido

As part of this new service, Hokkai Bank will offer introductions to potential partners and utilize proprietary app technology to facilitate matches. Furthermore, dedicated counselors will provide ongoing support throughout the dating journey leading to marriage. By working closely with IBJ’s established systems, Hokkai Bank aims to extend its network and expand marriage support within Hokkaido. This not only strengthens local ties but also positions the bank as a leader in a burgeoning sector aimed at combating population decline.

IBJ's Role in Local Revitalization

Since its collaboration with Nagoya Bank in 2018, IBJ has partnered with 17 regional banks, expanding its marriage support efforts. The goal is to reframe marriage as an essential part of community infrastructure, supporting local population growth and revitalization. The shift from mere business partnerships to direct involvement by banks like Hokkai and Yamanashi Chuo Bank signifies a new era in marriage support at the community level.

The engagement of Hokkai Bank, which not only supports local economic life but also seeks to foster lasting relationships, presents a promising new model—a reliable strategy for strengthening relationships and enhancing community sustainability.

Comments from IBJ Officials

Tanaka Tomoyasu, the manager of IBJ's Hokkaido area, expressed enthusiasm about Hokkai Bank's proactive role in marriage support. He highlighted the initiative as an impactful measure that can significantly contribute to the sustainability of the region. With expectations of creating a flourishing cycle of connections in Hokkaido, the partnership aims for the successful implementation of this 'regional bank model'.
