Kolmar Korea Launches Second Facility in the USA to Create a K-Beauty Duty-Free Zone

Kolmar Korea Launches Second Manufacturing Facility in the USA

On July 23, 2025, Kolmar Korea announced the commencement of full-scale operations at its second manufacturing facility located in Scott Township, Pennsylvania. This new plant is set to produce 300 million cosmetic units annually, addressing the ever-growing demand for K-beauty products in the United States.

The new plant, built on an expansive 17,805 square meters (approximately 191,651 square feet), comes as a pivotal strategic move, aiming to create a 'duty-free zone' for K-beauty products amidst the fluctuating trade environment. The facility is a vital addition to Kolmar's global operational footprint, serving as a cornerstone for the brand's ambitions in North America, the largest cosmetics market in the world.

During the inauguration ceremony held on July 16, Vice Chairman Yoon Sang Hyun emphasized the significance of this facility, stating, "The USA is where Kolmar's journey began a century ago. This second plant is not merely a production site; it represents a new approach to collaboration and growth. Alongside our diverse partners in the value chain, we are building an innovative ecosystem that will be the foundation of the largest cosmetics manufacturing hub in North America."

Attending the ceremony were local representatives, including Pennsylvania State Representative Bridget Kosierowski, government officials, and nearly 100 other guests, marking a significant local engagement from the very beginning.

This facility is equipped to enhance Kolmar's manufacturing capabilities beyond its initial plant, which specializes in decorative cosmetics. The second plant will focus on the production of skincare and sunscreen products, categories that are seeing increasing popularity among American consumers. With both facilities in operation, Kolmar expects to produce a total of 300 million units in the USA, while also combining operations with its Canadian branches, resulting in a North American total of 470 million units. This immense scale positions Kolmar as the leading Original Development Manufacturer (ODM) of cosmetics in the continent.

The establishment of the second plant also represents a significant achievement, as Kolmar Korea is now certified by the U.S. Food and Drug Administration (FDA) and holds an OTC (Over-the-Counter) license for sunscreen production. This allows the company to swiftly respond to the rising demand for Korean sunscreen products in the US market.

By transferring its renowned manufacturing expertise, 'MADE BY KOLMAR', to the new facility, Kolmar Korea strives to replicate the high standards established at its Sejong plant in Korea, renowned for its advanced production techniques, validated by over 4,300 international clients.

The new facility has been constructed following stringent Sejong standards, incorporating specialized areas for product manufacturing, packing, and bottling. The integration of advanced quality control technologies featuring artificial intelligence ensures a minimal defect rate, with 80% of the production process fully automated. Additionally, the layout of logistical systems and employee pathways has been designed to maximize efficiency and safety, mirroring the proven models of the Sejong plant.

Kolmar Korea anticipates that the launch of this second facility will serve as a crucial base to help bypass U.S. customs duties on imported cosmetics, providing a reliable local production alternative for both Korean and global brands eager to expand within the American market.

A company representative highlighted the significance of this milestone: "This is the first instance of a Korean cosmetics firm building a manufacturing plant in the USA from the ground up rather than acquiring an existing facility, marking a notable achievement. We are ready to support K-beauty brands aiming to enter the US market without concerns about customs duties, as well as international clients targeting North America, Europe, and South America. Our collaborative ecosystem is ready for swift expansion."
