Resolution Copper Celebrates Environmental Impact Statement Republishing
On June 16, 2025, Resolution Copper expressed its satisfaction with the U.S. Forest Service's (USFS) decision to republish the Final Environmental Impact Statement (FEIS). This pivotal action not only advances the congressionally mandated land exchange but also sets the stage for significant underground mining developments while ensuring the conservation of vast land areas.
The journey of this project spans over ten years, marked by the meticulous collaboration among the USFS, Native American tribes, local communities surrounding the Copper Triangle, and various civil society groups. The comprehensive review process, which began with the submission of the Mine Plan of Operations in 2013, has adhered to the National Environmental Policy Act. This process was further solidified by the signing of the Southeast Arizona Land Exchange Act by President Obama in December 2014. The republication of the FEIS signifies a major milestone in the extensive stakeholder engagement that has shaped the design and layout of the proposed underground mine and its supportive surface facilities, which are located within the historical footprint of the Magma Copper Mine.
Vicky Peacey, General Manager of Resolution Copper, highlighted the importance of the relationships built with local communities and Native American tribes throughout this process. "Our senior leadership has invested time in dialogue with tribal leaders to foster mutual understanding and cooperation," Peacey stated. The next phase of permitting presents an opportunity to maintain these conversations, ensuring that mining can coexist harmoniously with cultural heritage, recreational spaces, and the natural environment, all while generating new economic prospects for rural Arizona.
The republication of the FEIS reflects a level of thoroughness that is arguably unprecedented in U.S. history for a project of this nature. Peacey emphasized that the seriousness with which all stakeholders have approached this process is commendable. Resolution Copper is committed to transparency and engagement as part of responsible development practices moving forward.
As part of the land exchange initiative, Resolution Copper has pledged to undertake multiple initiatives aimed at supporting cultural preservation, recreation, education, and economic development in collaboration with Native American tribes and local communities. This includes the establishment of a long-term Native American Trust Fund and the restoration of Emory Oak trees. Moreover, the commitments extend to the conservation and monitoring of vital water sources such as seeps and springs, as well as the restoration of local watersheds to enhance biodiversity.
The Resolution Copper Project is positioned as one of the most substantial investments in rural Arizona's history, anticipated to produce thousands of new jobs and inject a staggering $1 billion annually into the state's economy. Additionally, the copper extracted from this mine is expected to play a crucial role in advancing U.S. energy, infrastructure projects, clean technology initiatives, and national defense priorities, ultimately bolstering both Arizona's economy and the broader national security framework.
