The landscape surrounding childcare and parenting has evolved into a complex and multifaceted environment. Recent policy shifts highlighted by the Child and Family Agency have pivoted from merely increasing the quantity of childcare to ensuring the provision of high-quality education that meets local community needs while supporting the growth of every child and family. With a budget proposal of approximately 19.4 billion yen allocated for enhancing childcare environments in 2026, policies are being introduced to develop experienced daycare workers as middle leaders in the field.

Furthermore, the staffing standards for daycare workers are set to see a significant revision in 2024 for the first time in 76 years, with the ratio changing from 30:1 to 25:1 for older children, mirroring a systemic reform aimed at improving care quality while reducing the burden on workers. According to surveys conducted by Konnect Lab, 52.9% of childcare workers believe they can contribute to rising birth rates, with 61.3% emphasizing the importance of having a reliable staffing structure in childcare settings. Parents also voiced concerns, with 76.2% feeling they faced increased parenting challenges since the onset of the pandemic.

Collaboration among Professionals: The Child Medical Team



Recognizing these complexities, Asuka Corporation has taken a pioneering step to form the 'Child Medical Team,' which mimics the collaborative healthcare model seen in medical settings. The team comprises various professionals to facilitate comprehensive support for children and families in daycare environments. The team's activities will include:

1. Specialized Support for Development and Health: Health professionals will address early concerns related to child development and health and will guide childcare providers on appropriate interactions.

2. Creating Support Structures for Diverse Needs: This initiative supports families from different backgrounds, including those with disabilities or medical needs, ensuring inclusive childcare environments.

3. Training and Advising for Staff on Parent Support: Clinical psychologists will provide training to improve communication skills among staff dealing with parents, promoting better overall mental health awareness.

4. Risk Management Support: Nurses will work to develop protocols for accident prevention and infection control, enhancing safety within childcare facilities.

5. Management Support for Facility Operations: Management consultants will guide facilities in optimizing operations to improve staff retention and career development paths for childcare workers.

Moving Beyond the Childcare Crisis of 2025



According to projections by the Ministry of Health, Labour and Welfare, the number of children using daycare facilities is expected to peak in 2025, followed by a gradual decline, leading to a scenario where parents are more selective about their choice of care centers. Heightened scrutiny will be placed on the quality, expertise, and value-added services of daycare facilities. In light of these dynamics, Asuka Corporation’s interdisciplinary approach seeks to elevate the overall service quality in childcare settings, showcasing the importance of collaborative professional involvement.

With future policies pushing for the 'universal access to preschool program' and the diversification of daycare functions, Asuka anticipates enhancing its facilities' roles as pivotal community parenting support centers, solidifying a specialized foundation through the establishment of the Child Medical Team.
