Hudson Valley Property Group (HVPG), a prominent name in affordable housing preservation, has concluded an impressive $130 million transformation of The Encore, a 21-story tower at 433 North 7th Street in Camden, New Jersey. This historic structure has been revitalized without displacing any residents, showcasing HVPG's commitment to community-focused redevelopment. An official ribbon-cutting ceremony held on June 4, 2026, signaled a new chapter for the building and its 321 affordable family housing units.
A Milestone Achievement
The 18-month renovation journey, officially wrapped up in August 2025, aimed to address the urgent need for affordable housing while enhancing the living experience of current residents. During this extensive renovation, HVPG adopted an innovative on-site relocation strategy, allowing all residents to remain in their homes throughout the construction period – a rare and commendable approach in such large-scale projects.
Camden Mayor Victor G. Carstarphen remarked on the significance of HVPG’s investment, stating, "This is not just a new beginning for the building but also for its residents." The mayor emphasized the enhancements made to community spaces and amenities, which were part of a larger effort to improve the quality of life in the area.
Renovation Highlights
The multi-faceted renovation project covered the comprehensive upgrade of all 321 housing units, which now feature modern kitchens equipped with Energy Star appliances, redesigned bathrooms with WaterSense fixtures, and energy-efficient lighting. The enhancements are anticipated to reduce energy consumption by approximately 28.3%.
One of the notable upgrades was the installation of through-wall heat pumps that provide both heating and air conditioning – a significant improvement in comfort and utility efficiency. Additionally, residents now have access to amenities such as a fitness center, business center, community room, and energy-efficient laundry facilities.
The reconstruction also involved extensive security upgrades. HVPG's Community Enhancement Program introduced a high-definition monitoring system and access control across all entrances, coupled with cooperative efforts with the Camden Police Department to ensure resident safety. Karen Merricks, a long-standing resident of The Encore, expressed her sentiments, saying, "This is the first time in a long time that I felt safe. The change is undeniable. Residents are proud of their apartments, and the atmosphere in the building has shifted completely."
Community-Led Innovations
Beyond mere physical renovations, The Encore introduced several initiatives aimed at fostering community engagement and empowerment. One such initiative is Encore Kids!, a state-of-the-art indoor play space funded by Citizens Bank, dedicated to the children of Camden. The fun-filled facility features wooden play structures and Montessori toys, creating a safe environment for families.
Additionally, in partnership with the renowned nonprofit Fresh Artists, the building now displays artwork by local Camden-area students, which also supports art programs in underprivileged schools. The inclusion of the Pineland Alliance Urban Farm, an on-site initiative that empowers residents to grow and access fresh produce, signifies HVPG’s commitment to not just housing but also wellness and sustainability.

HVPG's renovation of The Encore represents one of the initial projects leveraging New Jersey's Aspire tax credit program, a move aimed at further supporting affordable housing development. Evan Weiss, CEO of NJEDA, emphasized the importance of this project in bolstering community revitalization and expanding opportunities for future generations.
To ensure the longevity of these improvements, HVPG is securing a 20-year project-based Section 8 HAP contract, guaranteeing that 96.5% of the units remain affordable for families earning no more than 60% of the Area Median Income.
Executive Director of NJHMFA, Melanie R. Walter, highlighted the significance of this rehabilitation, which was made possible by $49 million in Low-Income Housing Tax Credits, modernizing infrastructure and fostering a community spirit of renewal.
