This initiative, backed by the General Association for Promoting DX in Local Governments (GDX), aims to equip local government officials with the tools needed to tackle the pressing issue of labor shortages exacerbated by a declining and aging population.

Background and Purpose


The seminar's primary focus is the need for municipalities to secure talent amidst demographic challenges. Many regions face acute labor shortages, and a significant but often overlooked potential workforce consists of diverse groups: homemakers, seniors, students, and those seeking part-time work. This seminar intends to shed light on effective connection systems designed to match these individuals with local businesses needing their skills.

Short-Time Job Matching Platform


During the seminar, participants will learn about the "Municipal Matchbox", a short-term job matching platform developed by Matchbox Technologies. This platform has been successfully implemented in 58 municipalities across nine prefectures as of March 2026, showcasing its growing acceptance among local governments.

The session will specifically highlight Niigata's Minamiuonuma City, which launched the "Minamiuonuma Matchbox" in October 2023. With an impressive average of over 350 placements per month, this initiative has evolved into a vital infrastructure that supports local employment. The city has partnered with Matchbox Technologies through a comprehensive collaboration agreement established in March 2026, focusing on sustainability in employment solutions without relying heavily on budgetary support.
