Enhancing Education and Workforce Pathways

In a transformative effort to provide education and workforce opportunities for individuals affected by incarceration, Kansas, Maine, North Carolina, and Oregon have come together as the inaugural cohort of the Fair Chance to Advance (FC2A) initiative by Jobs for the Future (JFF). With funding up to $2.1 million allocated to each state, this new initiative seeks to dismantle persistent barriers to economic mobility faced by over 70 million Americans with criminal records.

Addressing Barriers

The FC2A initiative focuses on the intersection of education, workforce development, and the justice system, aiming to create pathways that enable individuals with histories of incarceration to secure quality jobs. This initiative directly addresses issues such as discriminatory hiring practices and legal restrictions, which often limit economic opportunities. JFF Senior Director, Rebecca Villarreal, notes that the program is rooted in the belief that everyone deserves a fair chance at economic mobility.

The Commitment of the Four States

Each of the participating states has outlined concrete plans to utilize the funding and technical assistance provided by JFF. North Carolina aims to broaden its offerings through education and apprenticeship programs, while Maine intends to establish stronger connections with employers and enhance data tracking capabilities. Kansas plans to integrate collaboration among state leaders and enhance reentry metrics, and Oregon will focus on unifying data systems for better decision-making and support for its reentry programs.

Funding and Support

Over a span of four years, the FC2A initiative will invest heavily in these states, offering up to $2.1 million for each state to develop new systems and approaches. Along with JFF, the Coleridge Initiative will support the states, providing a secure data-sharing platform to facilitate coordination across various agencies. This collaborative effort is expected to create a significant learning network that fosters systemic reform in corrections, education, workforce development, and fair chance employment.

Inclusive Engagement

A vital aspect of the FC2A initiative is the inclusion of individuals impacted by the justice system in the decision-making process. Their insights will be crucial in designing effective programs.
