Shizuoka City Seminar on Carbon Credits and Forests
On April 15, 2026, the Japan Planning Institute (JPI) will host a seminar in Tokyo focusing on the creation of forest carbon credits through the economic evaluation of forests' public functions. This important event will feature a guest speaker, Yasuhiro Oribe from the Shizuoka City Environmental Policy Bureau, who will share insights into the innovative measures being taken to enhance forest management.
Overview of the seminar
The seminar will discuss Shizuoka City's designation of urban forests into two categories: 'environmental forests' and 'circulating forests'. This classification aims to motivate appropriate forest management practices according to the public functions of each forest type. However, environmental forests often face challenges such as poor accessibility and lack of profit-generating wood production. As a result, proper management practices are not implemented.
In response, Shizuoka City has developed a new carbon credit system that evaluates the economic value of these environmental forests. By selling these carbon credits, the revenue generated will be returned to forest owners, incentivizing them to manage their forests more sustainably. This system not only preserves the ecological integrity of the forests but also supports local forestry practices.
