Quarterhill's Groundbreaking Tolling Solution for UDOT
Quarterhill Inc. has
secured a significant contract with the Utah Department of Transportation (UDOT) valued at
$6.3 million to implement its state-of-the-art tolling back-office platform across the I-15 Express Lanes network. This agreement marks a pivotal step in enhancing
smart transportation solutions in Utah, streamlining operations that have traditionally relied on
fragmented systems.
The new back-office platform promises to transform the way UDOT manages its tolling operations. By utilizing forerunning technology, Quarterhill's system will automate processes, swiftly
route and resolve transactions, while proactively identifying issues before they escalate into larger problems. This contrasts sharply with the conventional, piecemeal dashboards that have characterized most tolling agencies, thus offering UDOT a cohesive, centralized view of its operations in
real-time.
This partnership is set against a backdrop where UDOT has reported significant activity over its Express Lanes system, which spans around 82 miles and includes 77 tolling points. In the fiscal year 2025 alone, the system saw about
1.63 million trips and generated an impressive
$2.75 million in revenue.

He further explained that agencies often work with a collection of disjointed tools lacking in visibility and agility. The integration of Quarterhill’s advanced solution will not only replace these outdated frameworks but also empower UDOT to make adjustments to its system as needed without interruptions, ensuring that the
customer experience remains seamless.
The contract encompasses
transaction processing, comprehensive
account management, and robust
customer service support for the UDOT Express Lanes program. Furthermore, it includes options for five additional one-year extensions, demonstrating confidence in the ongoing effectiveness and adaptability of Quarterhill’s service.
Looking Ahead
The UDOT Express Lanes project represents a
vital enhancement in the infrastructure available to Utah drivers and commuters. As the program continues to grow, with nearly
30,000 active transponders associated with approximately
20,000 accounts, it necessitates a tolling system capable of scaling efficiently. Quarterhill's platform is designed with this scalability in mind, allowing UDOT to maintain control over its evolving rules and workflows.
