Currently, cancer screenings in Japan are conducted by local municipalities and health insurance associations; however, a lack of information sharing between these entities results in a structural separation of the screening process. This gap poses challenges, especially for health insurance organizations in encouraging covered individuals, especially dependents, to participate in screenings. The potential risks include late-stage cancer diagnoses and inevitable increases in medical costs in the future due to unaddressed health issues.

Overview of the Demonstration Project



Insights' new demonstration project, organized in collaboration with the Yamato Group Health Insurance Association, aims to leverage the existing Municipal Cancer Screening Database to connect health insurance associations with local governments. The project will be testing in its first year, applying the Pay for Success (PFS) model, which ties the rewards for private sector contractors to the results achieved. Metrics such as the number of participants who accessed their local cancer screening information and the number of applications for coverage for screening costs will be used to evaluate this model's effectiveness.

This approach not only aims to demonstrate tangible healthcare cost savings in the long run but also seeks to tackle the communication hurdles that often prevent individuals from seeking necessary health services.

Invitation for New Participants in the Joint Venture



Insights is keen to expand its collaborative efforts and is inviting new health insurance associations to join the joint project for the "Municipal Cancer Screening Support Program." This initiative can be maintained with a simple annual base fee, allowing for a stable operation.

  • - Cost-Effective Resolution: Organizations can access a comprehensive database covering cancer screening information from all municipalities in Japan at low costs, incurring only an annual fee without the need for system development.
  • - Compliance with National Evaluations: Participants can utilize the program to qualify for additional incentives in the context of the national system evaluating health management for the elderly, thus supporting better financial positioning.
  • - Promotional Support: To ease the burden on health insurance personnel, the organizing committee will provide standard promotional materials like flyers, postcards, and banners, streamlining their outreach efforts.

  • - For organizations with over 10,000 members: 398,000 JPY
  • - For organizations with fewer than 10,000 members: 298,000 JPY
