Hainan Free Trade Port Expands Duty-Free Categories

In a significant move towards enhancing its market offerings, the Hainan Free Trade Port (FTP) in southern China is set to begin independent island-wide customs operations on December 18, 2025. This new regulatory framework is expected to dramatically increase the number of products eligible for duty-free import under its ongoing zero-tariff policy.

The Hainan International Media Center reported that this initiative aligns with China's broader goals to develop Hainan into a pilot free trade zone, initiated back in April 2018. This new customs structure enables independent supervision by customs authorities throughout the island, facilitating a more robust import and export environment.

According to Wang Changlin, deputy head of the National Development and Reform Commission, this move will elevate the share of “zero tariff” goods from the current 21% to a remarkable 74%. Such a steep increase underscores Hainan’s commitment to becoming a competitive player in the global market.

Moreover, Vice Minister of Finance Liao Min noted that the number of duty-free product categories available in Hainan will surge from approximately 1,900 to around 6,600. The establishment of nearly 8,100 foreign-funded entities with an average yearly growth of 43.7% exemplifies the province's flourishing economic climate.
