In a comprehensive study conducted by Daito Kentaku Co., Ltd., the results of the "Urban Comfort Rankings" and "Desired City Rankings" for 2025 (prefectural edition) have been announced, showcasing the living satisfaction levels across Japan. This year marks the seventh year of this survey and the sixth consecutive release for rankings under these titles.

Overview of Rankings


The evaluation metric ranges from 0 to 100: 100 for very satisfied, 75 for satisfied, 50 for neutral, 25 for dissatisfied, and 0 for very dissatisfied. The results reflect residents' experiences and opinions accumulated from 2021 to 2025. This year's analysis is based on responses from various demographics across 47 prefectures in Japan, totaling over 800,000 participants.

Top Prefectures for Urban Comfort


For the sixth year running, Tokyo secured the top position in the "Urban Comfort Rankings," achieving a remarkable score with a standard deviation score in the 70s, the only prefecture to do so. Following Tokyo, Kanagawa and Okinawa have repeatedly ranked in the top three, reflecting their appeal to residents.

1. Tokyo (Standard Score: 75.7, Evaluation Score: 68.1)
- Tokyo excelled in four factors: accessibility, livability, friendliness, and vibrancy, securing the first position nationwide while ranking second in administrative services and tenth in disaster preparedness.

2. Kanagawa (Standard Score: 67.2, Evaluation Score: 65.9)
- Demonstrating a strong performance in traffic convenience, friendliness, and vibrancy, Kanagawa continues to hold its position with significant scores across various factors.

3. Okinawa (Standard Score: 66.9, Evaluation Score: 65.9)
- Known for its warm community and vibrant lifestyle, Okinawa ranks second in friendliness and vibrancy, showcasing its distinct appeal.

Recognition of Previously Low-Ranked Prefectures


This year also saw two prefectures that previously scored below 50 entering the top 24: Oita at 23rd and Tochigi at 24th, indicating an improvement in residents' satisfaction.

Desired Cities Rankings Nationwide


For the "Desired City Rankings" as well, Tokyo once again topped the list, marking six consecutive years of its dominance in this area as well. The rankings feature prominent cities that attract interest from across the country, highlighting their desirability.

1. Tokyo (1st Place)
2. Fukuoka (2nd Place for four consecutive years)
3. Okinawa (3rd, rising from 4th last year)
4. Kanagawa (4th)
5. Hokkaido (5th place for six years in a row)

In the list of the top 25 desirable cities, Yamanashi Prefecture made a notable entrance into the rankings this year. The regions surrounding Tokyo continue to show significant support for urban areas, with cities such as Sendai and Fukuoka gaining recognition from multiple prefectures.

Survey Methodology


The survey executed by Daito Kentaku involved collecting data through internet questionnaires distributed to registered monitors of Macromill, targeting males and females aged 20 and older residing across Japan.

This extensive research, reflecting the voices of 841,008 respondents over five years, underscores the complexity and nuances of urban living preferences and satisfaction in Japan, providing valuable insights for city planners, businesses, and residents alike. As we look to the future, these rankings not only highlight successful regions but also guide improvements in areas needing enhancement.
