On December 15-16, 2024, the Climate and Health International Conference took place in Baoting, China, providing a vital platform for discussing innovative strategies aimed at addressing climate and health challenges. The event was co-organized by the Ningyuan Institute of Climate and Sustainable Development and the local government of Baoting, marking a significant milestone in the establishment of the China-EU Green and Digital Innovation Zone.
This conference attracted a variety of participants including representatives from international organizations, governments, universities, and private sectors, such as the World Health Organization (WHO), United Nations Development Programme (UNDP), and prominent firms like Total Energies. Topics of discussion revolved around harnessing green and digital innovations to enhance climate resilience, public health, and economic development.
Key Insights
Among the noteworthy speakers was Mr. Xie Zhenhua, China’s first Special Envoy on Climate Change, who emphasized the strategic importance of exploring innovative solutions and ecological transition models. He advocated for deeper international collaboration in key areas such as sustainable development models, green energy transitions, and novel sustainable finance mechanisms.
In a pre-recorded address, UNDP Administrator Mr. Achim Steiner highlighted the potential of this initiative. He remarked that it aligns with China’s 14th Five-Year Plan and signifies a green development model that can be emulated by small island developing states and beyond.
Ms. Beate Trankmann, UNDP Resident Representative in China, stressed the urgency of innovative solutions to combat climate change effects. She expressed hopes that the initiatives established in Baoting could provide critical insights for other regions in China and for small island nations similar to Hainan.
WHO Representative in China, Mr. Martin Taylor, also highlighted the inseparable link between climate and health. He reassured attendees of WHO’s commitment to assist in setting up sustainable and climate-resilient healthcare systems, affirming that the Baoting cooperation zone is dedicated to establishing robust public health systems under climate change constraints.
Local Government Vision and Actions
The provincial government of Hainan announced that Baoting County will serve as a showcase for ecological civilization initiatives within China. Notably, Baoting has laid down a clear roadmap aiming for carbon neutrality—targeting peak carbon emissions by 2028 and achieving full neutrality by 2040. This makes Baoting the first county in China with such ambitious goals. To spearhead climate solutions, Baoting will launch an Urban Climate Adaptation Laboratory (CITY LAB) focusing on four major sectors: energy, buildings, transportation, and circular economy.
Project Agreements
A significant highlight of the conference was the signing of a Statement of Intent between UNDP, Baoting County, CICETE, and the Shenzhen Honghai Clean Technology Research Institute. This partnership focuses on advancing sustainability within the China-EU Green and Digital Innovation Zone and seeks to bolster climate resilience in coastal and island areas.
Furthermore, six major China-EU collaborative projects were collectively announced, covering proactive health cooperation, carbon standard exchanges, establishing a green digital carbon management platform, and fostering a local business community aimed at achieving 1.5°C climate goals.
Launching the Climate Challenge Initiative
The conference also officially launched the Climate Challenge initiative, which encourages the development of innovative carbon neutrality solutions tailored to Baoting’s unique context. The goal is to engage global expertise and inspire innovative responses to the interlinked challenges of climate change and health.
Vision for Sustainable Development
The structure of the China-EU Green and Digital Innovation Zone centers around three core pillars: "Baoting Zero Carbon," "Baoting Healthy," and "Baoting Innovative." This framework is designed to balance economic growth with environmental preservation and societal advancement, setting a replicable model for other coastal areas in China and developing countries facing similar challenges.
