Protecting Abandoned Cats in Tokyo



In the bustling metropolis of Tokyo, a silent tragedy unfolds within the vast waste disposal site located in Koto City. Spanning an area equivalent to about 42 Tokyo Domes, this site is more than just a landfill for domestic waste, plastics, and construction debris; it has become a refuge for abandoned and forgotten cats. Managed by the Tokyo Metropolitan Environmental Bureau, access to the site is severely restricted, yet the need for intervention is increasingly urgent.

Since March of this year, local volunteers have been granted limited access—just two hours on Sundays—to set traps and rescue these helpless animals. In a series of eleven missions, these dedicated individuals have successfully rescued 33 cats, all of whom were left unspayed and unneutered. The plight of these animals is heartbreaking; the reality of kittens being born only to die in such harsh conditions is a tragedy that cannot be ignored.

Once rescued, these cats receive medical care at partnered veterinary clinics before being housed in a shelter by the nonprofit organization. This shelter is dedicated to finding permanent homes for these animals, offering a glimmer of hope amidst the despair they have faced.

New Discoveries: Are There More Cats in Danger?


On July 13, fresh information emerged regarding another area of the waste disposal site where an estimated 50 additional cats may be stranded, far from the reach of current rescue efforts. Unfortunately, access to this area is not permitted, and the existing two-hour window on Sundays proves inadequate for the task at hand. The ongoing heat wave heightens the urgency; it’s a heartbreaking thought that these cats may be suffering or even perishing at this very moment.

A Plea for Action from the Tokyo Metropolitan Government


The animals, regardless of their ownership status, are protected under the Animal Welfare Management Law. Any form of neglect or abuse towards protected animals can result in imprisonment for up to one year or fines of up to 1 million yen. The stark reality of these vulnerable cats facing imminent danger on government-controlled land must not be overlooked. We urge the Tokyo Metropolitan Authorities to directly confront this situation and take decisive actions to save these lives.
