Healthcare Leaders Eye Clinical Data Strategies Amid Legislative Uncertainty Following One Big Beautiful Bill Act
In the wake of the recently passed One Big Beautiful Bill Act (OBBBA), healthcare professionals are facing profound uncertainties regarding its implications for operations, finances, and patient care. A recent survey conducted by Q-Centrix has revealed that approximately 72% of healthcare leaders are worried about the impact of this legislation. Particularly concerning is the sentiment among rural healthcare facilities, where a staggering 80% indicate a heightened level of alarm. The fear of facility closures looms large, especially for these rural hospitals, as more than half of their leaders express this as their primary concern, suggesting a scenario that may deny communities access to vital local healthcare services.
For non-rural hospitals, the significant anxieties revolve around delayed patient care (45%) and the potential loss of Medicaid funding (42%). Meanwhile, organizations within the life sciences sector pinpoint financial strain (63%) and possible shifts in research and development strategies (63%) as their main worries.
Eric Crites, the Senior Vice President of Enterprise Partnerships at Q-Centrix, emphasizes the ongoing urgency of this situation, stating, "This is more than just policy talk—it's the kind of change that could disrupt the entire healthcare ecosystem. The survey results highlight both the urgency and the uneven levels of preparedness across the industry."
A notable 51% of those surveyed feel equipped to handle the potential ramifications of the OBBBA, with payer organizations demonstrating the highest readiness at 66%. In stark contrast, only 43% of non-rural hospitals report feeling prepared, with a mere 5% initiating early planning efforts to confront the forthcoming changes. The disparity in preparedness highlights a critical divide in the healthcare sector. As organizations strategize for the upcoming changes, one common approach emerges: the intensive use of clinical data. Approximately 81% of organizations planning to implement changes indicated that they would depend on clinical data to guide or evaluate their strategies. This reliance is particularly acute among rural hospitals, where the number reaches an impressive 100%.
Crites reiterates the importance of clinical data in this evolving landscape, remarking, "Clinical data has always held immense value, and in a constantly evolving environment, it remains the industry's most reliable source of truth—helping leaders cut through uncertainty, test strategies, and make decisions grounded in reality."
The survey also uncovered additional pivotal insights:
1. Impact expectations: An estimated 77% of respondents believe that the OBBBA will significantly affect their organizations, with payers being the most likely to foresee major repercussions (58%).
2. Timing matters: Payers are ahead in early planning efforts, with 25% having commenced strategies more than a year ago compared to just 5% for non-rural hospitals.
3. Action plans: About 57% of respondents are planning changes due to OBBBA, with 75% of payers leading the charge, while only 40% of rural hospitals are similarly proactive.
As discussions surrounding the bill's ramifications on healthcare persist, the survey findings, paired with consumer perspectives on potential tariff impacts, underscore a critical theme: healthcare leaders anticipate significant challenges soon, notably including patient care delays, financial pressures, and even the closure of facilities.
The survey, conducted on July 28, 2025, through SurveyMonkey's opt-in panel, targeted senior managers and executives within the healthcare and pharmaceutical sectors. Participants included 63% from non-rural hospitals, 15% from rural hospitals, 11% from life sciences organizations, and 13% from payer entities. A total of 103 responses were collected.
