Nearly 90% of Landlords Willing to Rent to Disaster Victims in Japan

A recent survey published by Owner's Style magazine, in celebration of its 20th anniversary, reveals insightful findings about the attitudes of Japanese landlords regarding disaster relief efforts. The survey is part of their new edition titled "Landlord White Paper 2025" and highlights a remarkable willingness among landlords to assist those affected by disasters.

Key Findings


According to the survey, nearly 90% of the landlords expressed a readiness to provide their vacant properties to disaster victims as temporary housing solutions. Specifically, about 60% stated they would be ''willing to rent'' their properties, while an additional 34.9% were uncertain but indicated their position could shift depending on circumstances. This showcases a significant intention towards social contribution and responsibility among landlords in Japan.

When asked about the conditions under which they would rent their properties, 34.2% revealed they would rent at market rates, while 14.5% stated they would offer rentals below market rates. A smaller group, constituting 2.6%, indicated they would even provide their spaces free of charge. The data reflects a strong societal commitment that goes beyond mere business interests, emphasizing the human aspect of property management during times of crisis.

Challenges Faced by Landlords


However, not all landlords are entirely at ease with the idea of renting during disasters. Although they feel a moral obligation to help, many voiced concerns regarding potential risks. For instance, issues such as the cost of property restoration if tenants vacate prematurely, the lack of guarantees against rental defaults, and the ambiguity in rental agreements leading to disputes are significant worries. Moreover, a number of landlords highlighted the need for support systems, especially for vulnerable tenants, such as the elderly, emphasizing the necessity for safety measures and governmental assurance in matching landlords with tenants.

Properties in Hazard Zones


The survey also scrutinizes landlords' property locations in relation to disaster risk zones as per existing hazard maps. Findings reveal that 19.1% of landlords own properties located in areas considered at risk for floods, landslides, and tsunamis. Despite these risks, 64.1% of landlords reported that such environmental factors have not adversely impacted their rental prices or occupancy rates, suggesting the rental market may remain robust even in perilous zones.

Hidetaka Ueda, Editor-in-Chief of Owner's Style, commented on these findings, underlining that the intention of landlords to lease vacant properties during disasters reflects a deep-seated empathy and sense of community responsibility unique to Japanese landlords. He emphasizes that while landlord goodwill is commendable, there exists an urgent necessity for systemic support to facilitate these goodwill gestures. A robust framework that allows vacant rental units to serve as effective safety nets within communities is essential, and it is crucial to incorporate the real voices of property owners in discussing these support systems.

Survey Overview


The survey was conducted via mail and online platforms in December 2024, targeting landlords from the Kanto, Kansai, and Tokai regions who own at least one apartment or a building.
