Humans Group Launches Arbitration Against Uzbekistan to Safeguard Investment

Humans Group Initiates Arbitration Against Uzbekistan

June 2, 2025
Humans Mobile Ltd, part of the international holding company Humans Group, has recently taken significant legal action against the Republic of Uzbekistan. In a move to safeguard its investments, the company has formally initiated arbitration proceedings before the World Bank's International Centre for Settlement of Investment Disputes (ICSID Case No. ARB/25/24). This legal step has been prompted by alleged violations of the bilateral agreement between Uzbekistan and Singapore aimed at protecting investments, which dates back to July 15, 2003.

According to Vladimir Dobrynin, the CEO and founder of Humans Group, the arbitrations aim to seek compensation for the damages incurred due to the actions of various state authorities in Uzbekistan. He asserts that this course of action is vital for restoring fairness and the rule of law, especially against the backdrop of ongoing regulatory challenges the company has faced in the region.

"We have always believed and continue to believe in Uzbekistan and its citizens. We sincerely admire the efforts made by the President of the Republic to modernize the economy, digitalize it, and expand entrepreneurial freedoms," said Dobrynin.

Challenges in the Investment Landscape

As Uzbekistan strives towards economic transformation and liberalization, Humans Group appears to have encountered significant hurdles that undermine the establishment of a robust free market. This complex landscape is punctuated by instances of arbitrary bureaucracy that impede the progress of not only their ventures but the broader economic aspirations of the nation.

"On the path of transformation, we meet opponents who nullify efforts to create a free market, increase openness, and accelerate growth. We are in favor of transforming Uzbekistan with the rule of law, and without arbitrary bureaucracy," Dobrynin added, emphasizing the need for a conducive business environment.

Arbitration, as noted by Dobrynin, represents a common and effective strategy employed by foreign investors to shield their interests against unfair treatment from host states. He expressed a commitment to pursuing justice through these legal proceedings, which he views as stepping stones towards establishing more predictable regulatory conditions conducive to entrepreneurial success.

Future Outlook

In light of these developments, Humans Group expresses optimism regarding Uzbekistan's investment climate. They believe that with the right reforms and adherence to fair practices, Uzbekistan has the potential to leverage its economic capabilities fully.

Humans Group operates as an extensive international ecosystem of digital services, with a presence in several countries including the USA, Uzbekistan, Poland, Singapore, and Germany.
