Tokyo's metropolitan government, in collaboration with the Tokyo Small and Medium Enterprise Support Center, has launched the second round of applications for the fiscal year 8 grant program aimed at addressing various urban issues and revitalizing local industries. This initiative aligns with Tokyo's vision for the future known as the "2050 Tokyo Strategy," encouraging small to medium-sized enterprises (SMEs) in the region to innovate or enhance their products and services, as well as expand their market reach.

Eligibility Criteria


The grant program is divided into two main categories:

1. Development and Improvement Course: This is open to SMEs within Tokyo and those planning to start a business in the area.
2. Market Expansion Course: Available to SMEs, non-profit corporations, public foundations, and general incorporated associations.

Supported Themes


The focus areas for the grants include:
  • - Creating a Sustainable and Safe Tokyo: This includes projects related to disaster prevention, risk management, infection control, security, and child safety enhancements.
  • - Meeting the Needs of Seniors and Disabled Individuals: Projects may focus on welfare, accessibility, next-generation caregiving devices, active senior engagement, and Paralympic sports.
  • - Promoting Digital Transformation (DX): Initiatives can address operational efficiency, sales and marketing enhancements, automation, and data utilization tailored to specific sectors.
  • - Heat Mitigation: Projects aimed at adapting to climate change, countering heatstroke, and improving management and monitoring of infrastructures.

Grant Limit and Rates


  • - Development and Improvement Course: The maximum grant amount is set at 20 million yen, with up to 67% of eligible costs covered.
  • - Market Expansion Course: Grants are limited to 1.5 million yen with a similar coverage rate of up to 67%.

Eligible Expenses


Expenses that qualify for the grant include:
  • - For the Development Course:
- Raw materials and auxiliary material costs
- Equipment and tools costs
- Outsourcing and consultancy fees
- Industrial property right application and implementation fees
- Direct labor costs
- Specialized mentoring fees
- Costs of certification and registration

  • - For the Market Expansion Course:
- Costs associated with participating in exhibitions (booth fees, materials, transport)
- Initial registration fees for e-commerce platforms
- Website creation and modification costs
- Costs for print materials, video production, and advertising.

Application Timeline


The application schedule for the two courses is as follows:
  • - Development and Improvement Course: Applications are accepted from September 14 to October 30.
  • - Market Expansion Course: Applications can be submitted from November 10 to November 30.

The process will include document review and interviews, with funding decisions expected by the end of March for the Development and Improvement Course, and January for the Market Expansion Course.

Seminar and Information Session


To facilitate the application process, an informative seminar will be held on September 3, covering details of the grant guidelines and discussing future technologies that can contribute to a less oil-dependent economy. The seminar will be conducted online via Zoom, and registration is open until September 2.
