Background of the Tokyo Office

Founded in Shizuoka Prefecture, C&Y Partners has been actively engaging with municipalities, government agencies, and non-profit organizations across the country, providing consulting services that include planning support, research, and capacity-building initiatives aimed at amplifying the voices of children and youth.

With the enactment of the Basic Law on Children and the establishment of the Child and Family Agency in 2023, there has been an unprecedented national interest in policies concerning children and youth. As a result, opportunities for collaboration and cooperation have expanded in Tokyo as well. Notably, in 2026, the company was selected as the top candidate in a proposal for a project aimed at promoting children's voices in the city of Higashimurayama, scoring an impressive 91.3 points. This success, along with an increasing number of partnerships with metropolitan area municipalities, has prompted the need for a more agile presence in the capital, leading to the establishment of the Tokyo office.
