Okayama University Publishes New Human Resource Policy



On April 22, 2025, Okayama University, under the leadership of President Yasuhiro Nasu, introduced a pivotal Human Resource Policy during a regular press conference. Approved by the Educational Research Council on April 16, this policy represents a strategic initiative to reinforce the university's role as a distinctive research institution dedicated to community engagement and academic excellence.

This new policy aims to transform Okayama University into a "research-first" institution, breaking away from conventional definitions of a local national university or comprehensive university. It aims to fulfill its responsibilities as one of the selected universities in the regional core and distinctive research university enhancement project, known as J-PEAKS, even amidst financial challenges. By publicly declaring this commitment, the university seeks to strengthen both internal awareness and external accountability in managing its operations responsibly.

The development of this policy involved extensive discussions and consultations between the executive officers and department heads, culminating in the approval of the Educational Research Council. Key components of the policy encompass continued efforts in promoting diversity and enhancing staff competencies, as well as ensuring the psychological safety of all members, particularly students. For instance, the policy emphasizes rigorous verification regarding past disciplinary actions related to sexual violence and harassment during the hiring process.

Furthermore, the hiring of faculty members will focus on candidates across all disciplines who hold a doctorate and possess outstanding research achievements, including those in the humanities and social sciences.

The policy also establishes guidelines regarding the timing of promotions and recruitments, known as the “15-Year Rule.” This rule stipulates that candidates for associate professor, lecturer, and assistant professor positions must generally have received their PhD within 15 years (or 17 years for those in specific medical fields) of graduation. This approach aims to optimize educational performance while recognizing individual faculty members' characteristics. As part of this initiative, the university will actively implement policies regarding the reassignment of faculty to ensure flexibility and alignment with the institution's goals.

Additionally, the rule applies to current faculty members, facilitating the establishment of a multi-faceted personnel system that enables transitions to different roles. The university is committed to eradicating inefficient faculty post management that prevents promotions due to vacancies alongside the introduction of a point system for faculty assessments based on stringent criteria utilizing research impact reports.

As part of fostering young researchers, Okayama University will strengthen its support package dedicated to nurturing junior scholars and creating a framework that supports senior and mid-to-top level researchers, including professors.

Looking ahead, the university plans to adapt its policies responsively, continually aiming to achieve its long-term vision for 2050. Okayama University is dedicated to co-developing the future of both the community and the world while championing societal transformation through its research initiatives, demonstrating an ongoing commitment to reform and innovation.

By doing so, he articulated Okayama University’s commitment to leading by example and embracing reform as a research university with a sense of responsibility and dedication. This bold shift in faculty career paths may appear remarkable to other institutions; however, successful societal transformation necessitates internal reform, even if it involves discomfort.

“We must abandon complacency and carry out our duties as a research-first university, implementing what needs to be done without reservations,” he asserted. The university aims to transition from a faculty-centered management model to one that prioritizes professional governance, necessitating the development of staff capabilities.

While various initiatives have already been undertaken, Okayama University remains committed to bold actions despite potential setbacks. The university recognizes the need for constant change and innovation, making timely decisions and executing them are paramount. The continued support from the community is essential for the efforts of Okayama University as a distinctive research institution.
