On September 30, 2023, a pivotal event will unfold in Tokyo, where the first official certification ceremony for Biodiversity Coexistence Sites will be held. This initiative aligns with Japan's recently enacted Local Biodiversity Enhancement Act, which took effect in April 2023. The primary aim of this law is to enhance biodiversity at local levels, by recognizing and promoting areas managed by companies and non-profit organizations that contribute to biodiversity conservation.

Background of the Coexistence Sites Initiative


Japan is actively addressing biodiversity loss, as highlighted in the revised National Biodiversity Strategy released in March 2023. One key goal identified is achieving a 'Nature Positive' status by 2030, wherein more than 30% of both terrestrial and marine ecosystems are conserved effectively. This target, often referred to as the '30by30 goal', is a concerted effort to combat environmental degradation and promote sustainable practices.

What are Biodiversity Coexistence Sites?


As part of the commitment to have a positive impact on nature, the Ministry of the Environment initiated the Biodiversity Coexistence Sites project in fiscal year 2023. These sites are areas recognized for their private sector efforts in biodiversity preservation. The Local Biodiversity Enhancement Act, effective since April 2023, formalizes the recognition process, enabling local governments, companies, and NGOs to develop and implement plans aimed at enhancing biodiversity in their regions.

The Certification Process


The certification process is thorough and involves assessments by expert panels. Recently, a total of 201 locations were officially recognized as Biodiversity Coexistence Sites across the country, marking the first such acknowledgment under this new legal framework. Out of these, 196 have been recognized for their active enhancement plans, while five have been approved for collaborative enhancement activities, showcasing a strong commitment to biodiversity across different regions.

The detailed profiles of each recognized site will be made available through the Biodiversity Map portal starting September 30, 2023. This resource will allow interested parties to explore various initiatives contributing to biodiversity in their local areas.

The Inaugural Certification Ceremony


The certification ceremony is scheduled for September 30, 2023, at the Sabo Kaikan in Chiyoda, Tokyo. The event will commence at 2 PM and conclude around 5:30 PM. The agenda includes:

  • - Evaluation summary by the ChiefJudge of the Biodiversity Coexistence Sites Committee
  • - Presentation of certification to representative sites
  • - Group photo session
  • - Keynote speeches by distinguished speakers, including Dr. Kaori Fujita from Tohoku University and Mr. Kotaro Kawamata, Director of Zero Carbon Promotion in Chiyoda
  • - Closing remarks

After the formal proceedings, there will be an opportunity for all certified sites to receive their recognition certificates and participate in a networking event.
