Tokyo's New Grant Initiative for Non-Oil Based Product Development



In response to the ongoing challenges posed by the geopolitical situation in the Middle East, including oil supply shortages and rising costs of petroleum-based products, the Tokyo Metropolitan Government, in collaboration with the Tokyo Small and Medium Enterprise Support Center, is pleased to announce the launch of a new grant program. This initiative aims to promote the development of products and services that reduce raw material and energy consumption, as well as the creation of alternative products that do not rely on oil.

Target Recipients


The program is designed for small and medium-sized enterprises within Tokyo, as well as individuals who are specifically planning to establish a business within the metropolitan area.

Grant Details


The grant will support the following types of projects:
  • - Development or improvement of petroleum alternative products.
  • - Products and services that contribute to a reduction in raw materials and energy usage.

Grant Rate and Maximum Amount


  • - Maximum reimbursement: Up to 80% of total eligible expenses.
  • - Maximum grant amount: ¥20 million (approximately $180,000).

Eligible Expenses


The grant covers a variety of expenses, including but not limited to:
1. Raw materials and auxiliary material costs.
2. Equipment and tools acquisition expenses.
3. Outsourcing and commission fees.
4. Intellectual property rights application and implementation costs.
5. Direct labor costs.
6. Specialist guidance fees.
7. Certification and registration fees.

Example Support Themes


Eligible projects can include a range of innovative ideas such as:
  • - Development of circular economy equipment and products aimed at reducing petroleum-derived materials. This could include systems for sorting and processing waste plastics and used cooking oil products, optimizing order systems, and production management systems.
  • - Development of oil alternative products, including products that utilize alternative materials for manufacturing and processing.
  • - Systems that contribute to a reduction in energy consumption (both electricity and fuel), such as delivery management systems and AI-powered energy optimization systems.

The application window opens on Friday, July 31, 2026, and closes on Friday, October 9, 2026. Detailed application guidelines and information will be published on the designated web page on the same day: Tokyo SME Support Center.
